MINUTES OF THE APRIL 1st 1895 MEETING OF INSTOW PARISH COUNCIL


April 1st 1895

The Annual Parish Meeting was held in the vestry room at 7 o'clock p.m. to examine the parochial charity accounts.

Present. Messrs. Robertson, Lock, W.A. Easterbrook, J. Easterbrook, Winter, W. Pidler, A Pidler & W. Parkhouse

After the minutes of the last parish meeting were read Mr Robertson, the treasurer of Joan Tucker Charity fund, presented an account showing that he disbursed the funds received during the year 1894 amongst 31 recipients. Moved by Mr W.A. Easterbrook seconded by Mr J. Easterbrook that the report be adopted and carried unanimously.

The following letter was received from the Rev S.C. Haines to the Chairman & members of the Instow Parish Council.

"Gentlemen

There is every disposition on the part of the Rector & Churchwardens of Instow Parish to yield and deliver up to the Parish Council everything which the Act of Parliament under which Parish Councils are constituted, says shall be in the keeping of the Parish Council. They only wish to do their duty and to be protected in so doing.

If therefore the Parish Council will make a demand in writing for any books or papers which they want and which they think ought to be handed over to them, such demand shall receive the immediate consideration of the Rector & Churchwardens and if possible and legal shall be complied with.

An old chest in the church contains nothing but some old prayer books and other rubbish, which is so valueless that no question can arise about it and if the Parish Council wants this rubbish it will at once be at their disposal.

Except for the contents of this old box the Rector and Churchwardens have nothing that they are aware of but the Registers of Birth or other Baptisms, Marriages and Burials.

With reference to any charities that exist in Instow the Parish Council will have all such Charities as they are entitled to, handed over to them or the Parish Council will have to nominate additional trustees as the Act may direct.

No sort of opposition will be offered to carrying out the Act of Parliament. But as the Rector and Churchwardens (being trustees) cannot act without advice they will at once submit any demand of the Parish Council to their advisors when these demands are forwarded to them in writing.

Resolved that the Clerk acknowledge & thank the Rev S.C. Haines for his courteous letter.

The question of the ownership of the buildings erected on land which originally formed part of the Joan Tucker Charity was discussed and the Chairman was requested to draw up a statement of the facts to be submitted to the Local Government Board for their opinion.

It was reported that the Automatic flushing tank was not working in consequence of the supply pipe having been burst by the frost, an unsuccessful attempt had been made to repair the pipe, but it was found that more extensive works were necessary than the Parish Council felt competent to order. It was resolved to request Mr Gorton the District Councillor to ascertain at the next meeting of the Rural District Council whether power could be delegated to the parish council to order such work as might be found necessary to set the apparatus in working order & if so to obtain the necessary power.
