MINUTES OF THE NOVEMBER 7th 1895 MEETING OF INSTOW PARISH COUNCIL


November 7th 1895

A meeting of the parish Council was held in the vestry room at 6.15 p m. to consider a communication from the Barnstaple Rural District Council as to the expediency or otherwise of continuing the sewer in the Worlington Road.

Present. Messrs. Lock, Nation, Joslin, Pidler, J Easterbrook, H.A. Easterbrook

The minutes of the last meeting having been read and confirmed.

The Clerk reported that he had sent Mr Haines a copy of the statement of facts and Legal opinion thereon but had received no reply.

The following letters then read relating to the sewer in the Worlington Road.

"Barnstaple
Oct 26th 1895

Dear Sir

At a meeting of the Rural District Council held on the 11th inst Mr Gorton brought forward the matter of extending the proposed new sewer on the Worlington Road, Instow. to take drainage of the house now in the course of erection.

The Council referred the matter to Mr Arnold Thorne and enclosed is a copy of his report thereon.

This Council would be glad to be favoured with the observations of the parish Council as to the desirability or otherwise of carrying out the proposed extension.

"Barnstaple
Oct 24th 1895
Dear Sir

In accordance with your instructions I beg to report that the cost of extending the 6inch sewer on the Worlington Road to take the drainage of the house now in course of erection will be £29 the distance is one hundred yards and two manholes will be needed.

The Clerk was requested to send the following reply to the District Council.

"Instow
Nov 7th 1895

Dear Sir

I have submitted your letter of the 26th Oct with Mr Thorne's report enclosed therein to the parish Council and I am directed by the Council to inform you that they are of the opinion that the sewer on the Worlington Road should be extended so as to take the drainage of the house now in course of erection.

A discussion took place as to the supply of water for the Flushing tank at Marsh Cottages and the opinion of the meeting was that it should be taken from the side of the road.

A parish meeting was held 7 o'clock p m. on the 7 Nov 1895 of which due notice had been given at the request of three ratepayers to consider the advisability of putting in force of the Lighting and Watching Act.

The following is a copy of the request.
"Instow
Oct 24
Sir

We the undersigned ratepayers would be glad if you will call a parish meeting to consider the necessity of lighting the village & of putting into force the Act for that purpose.

The Chairman of the parish council took the Chair.

Present also members of the parish council. Messrs Nation, Joslin, Pidler, J Easterbrook, W A Easterbrook.

Parochial Electors. Messrs W Carter, H Dunn, T Anstey, W Rindle, W Hare, C Molland, John Joslin, J Braunton, J Philipson, C Pidler, H Sanders, Bailey.

Moved by Mr Nation, seconded by Mr J Easterbrook that the Lighting and Watching Act be adopted.

In favour of the motion, Nation, Sanders, J Easterbrook W A Easterbrook. 6
Against the motion, Jas Joslin, H Carter, H Dunn, Anstey, Rindle, Hare, Molland, Sanders, Hambrook, Braunton, C Pidler, Philips, W A Pidler, John Joslin 14
