MINUTES OF THE MARCH 9th 1896 MEETING OF INSTOW PARISH COUNCIL


March 9th 1896

A meeting of the parish Council was held in the vestry room at 6.30 p.m.
Present. Lock, Bellew, J Easterbrook, W.A. Easterbrook, James Joslin and W
Pidler.

The minutes of the Council Meeting of the 6th January and the Parish Meeting
of the 7th February were read and approved.

The Council having discussed the steps to be taken to rescind the
appointment of Mr Thomas Rodd as Clerk to the Council and Assistant Overseer
of the Parish it was moved by Mr W.A. Easterbrook and seconded by Mr W
Pidler that both appointments
be rescinded and that applications be invited from persons willing to accept
the offices, such applications to be addressed to the Chairman and delivered
at the Vestry Room on Wednesday the 18thh Instant between 6 & 7 o'clock p.m.
at which latter date a Council Meeting will be held to examine the
applications and making an appointment.

The Chairman handed in the following letter from the Clerk of the County
Council and reported that the hearing of objections to the County rate Basis
would take place at Exeter on Tuesday the 10th Instant.
"Devon County Council Office
The Castle, Exeter
29th February 1896

Dear Sir,

County Rate
I am in receipt of your letter of the 27th Instant and I will take care that
you receive due notice of the time and place for hearing objections. I may
however say that the fact that the county Rate Basis exceeds the Rateable
value of a parish does not of itself constitute a ground of objection to the
County Rate Basis.

I may add that the present Basis for your Parish is £3025. It was fixed in
1889 when your Rateable Value was £2660. The Committee propose to increase
the Basis to £3080 or an addition of £52. Your Rateable Value is now £2824
an increase of £164.

You will therefore at once see that a much larger increase is shown in the
Rateable Value than the Committee propose to make in the County Rate Basis.

It was unanimously decided that no further action shall be taken in this
matter by this Council.

The following letter was read from the Rev. S.C. Haines.
"The Rectory, Instow
February 1896

Dear Sir,
To avoid litigation and leaving all parties with the right which they
now possess undefined.
I beg to offer the Parish Council a key of the Church Room and also
the old Church Chest to keep their books and papers in said room.
I also on behalf of the Church holding a key.
As we are never likely to want the room at the same time and as if we
did we could arrange matters as reasonable people, I think this arrangement
will meet the views of all parties.

It was moved by Mr W.A.Easterbrook seconded by Mr J. Easterbrook that the
following reply be sent to the Chairman.

"Instow, North Devon
10th March 1896

Dear Sir,
The Parish Council have had before them your letter of the Feb.
in which you offer them a key of the Vestry Room and a chest to keep their
books and papers in.

The arrangement you suggest as to leaving indefinite for the
present the respective claims of the Church and the Parish to the Building
of the Council see no objection to and they will be glad to have a key of
the building at your convenience.

As regards the Chest the Council thank you for the offer but they have
decided to obtain an iron safe so as to guard against the possibility of
fire.
