MINUTES OF THE MAY 28th 1896 MEETING OF INSTOW PARISH COUNCIL


May 28th 1896

A meeting of the parish Council was held in the vestry room at 7 p.m.
Present. Messrs W.H. Lock, Bellew, Winter, J Easterbrook, W.A. Easterbrook,
Joslin, Anstey, A. Pidler and W.H.F. Pidler.

Mr Bellew signed the Declaration on Acceptance of Office.

The minutes of the last meeting were read and approved

It was moved by Major Winter seconded by Mr Anstey that the Clerk be
instructed to write to the District Council informing them of the state of
things existing at Marsh Cottages. The following is a copy of the letter
sent.

"Instow May 29th 1896

Dear Sir
I am directed by the Instow Parish Council to call to attention of the
Barnstaple Rural District Council to the fact that the 5 cottages at Marsh
in this parish are not connected to the recently constructed sewer which
passes within a few feet of the houses and the slop water from the cottages
flows into and pollutes the stream.

When the complaint was made to the Parish Council of the pollution of the
stream from the cause mentioned by direction of the council I communicated
with the owner of the premises calling attention to the matter but no reply
has been made to my letter and the pollution still continues.

It was proposed by Mr W.A. Easterbrook seconded by Mr Bellew that the Clerk
write to the Traffic Superintendent of the L & SWR with a view to having a
footpath constructed on the south side of the station the following is a
copy of the letter sent.

"Instow May 30th 1896

Sir
Considerable inconvenience is caused by the delay in opening the gates at
the level crossing at Instow after the arrival of some of the trains and
passengers desiring to reach Bideford have to wait frequently to wait
sometime.

This Inconvenience could be obviated to a great extent if the company would
make a footpath from the Barnstaple end of the Down Platform to the road at
the back of the signal box.
Such a path would be a great boon to passengers coming or going to Bideford
side of the parish Westleigh and as it could be constructed at a very small
cost the Parish Council of Instow beg to call to your attention to the
matter in the hope that you will kindly induce the directors of your company
to grant the accommodation asked for.

It was moved by Mr A. Pidler seconded by Mr Joslin that the salary of the
Assistant Overseer be the same as Mr Rodd received
For Making & Collecting Poor Rates to Parish Council £16
For Making & Collecting Sanitary Rate £5

The returning officers bill was produced and a cheque was drawn for the same
£8-10-0

A precept was issued on the overseers for £20.
