MINUTES OF THE JUNE 16th 1897 MEETING OF INSTOW PARISH COUNCIL


June 16th 1897

A Meeting of the Parish Council was held in the Vestry Room to consider the question of supplying Lane End with water.
Mr W.H. Lock (Chairman of the Council) was in the chair amongst those present were Rev S.C. Haines, E.G. Piggot, J.B. White, Col Molloy, Major Winter, Mrs Chichester, Mrs J.B. White, Mrs Neville, Miss Whyte, Miss Rose, Mrs Jennings, Mrs May. Messrs. Gorton District Councillor, Skinner, Fulton, Torr, Bossom, H. Turner, W.A. Easterbrook, J Easterbrook, C. Pidler, W.H.F. Pidler, A. Pidler, Yeo, Smith, T. Molland Snr, C. Molland, Fry, J. Ridge, T. Molland Jnr., Matthews, W. Hare. J. Sanders, W. Sanders, W. Ridge, Bellew, Ridd, Hutchings, Dunn.

The following queries were submitted for consideration from the District Council:-

1st Whether there was any likelihood of a water company being forward within a reasonable time for supplying Instow.
The Rev J.B. White informed the meeting that a water company for supplying the whole of the parish was in course of formation.

2nd. Whether it was the wish of the parish to provide a water supply to Lane End.
Mr. T. Lock offered to allow a pipe to be fixed in his well at Lane End which had a constant supply.
Mt Torr moved that the kind offer of Mr Lock to allow a pipe to be placed in his well at Lane End subject to analysis be accepted this was seconded by Mr C. Pidler and carried unanimously.

3rd. Whether steps should be taken to provide the whole of the parish with a proper supply.
The Rev.S.C.Haines moved that this meeting does not approve of any expenditure upon a water supply except that involved in the first resolution this was seconded and carried without opposition.

On the motion of the Rev. J.B.White seconded by Col Molloy the chairman was thanked for presiding.

The following is a copy of the letter sent to the District Council

Instow
June 24th 1897

Dear Sir

Instow Water Supply
In accordance with the request contained in your letter of the 29th ultimo i have convened a Parish Meeting which was held on Wednesday the 16 inst when there was a large attendance of ratepayers and others.

The correspondence which I have had with you and the medical officer's reports relative to the quantity and the quality of the water at Instow were read to the meeting.
As regards the first question in your letter of the 29th ult upon which your committee desire information I have to say that the Rev J.B. white informed the meeting that a water company for supplying the parish was in process of formation.

On the second question being placed before the meeting an offer was made by Mr T. lock to allow a pump to be placed to take a supply of water from his well at Lane End. He stated that the water was good and the meeting agreed unanimously that his offer be accepted provided the water on analysis proved to be good.


As regards the third question the meeting did not approve of any expenditure upon a water supply except that involved at Lane End.

I may state for the information of your council that in Mr Yeo's case where the water is pronounced to be unfit for use it is possible for him to obtain water from the well adjoining house the water of which has proved to be satisfactory.

The following is a copy of the reply.

26 June 1897

Dear Sir

Instow Water Supply
Your letter of the 24th inst. came before the Rural District Council at this meeting yesterday. Before coming to a decision with regard to the offer of Mr Thos Lock to allow a pump to be placed to take a supply of water from his well the council think that before the water is analysed the well should be pumped and thoroughly cleansed and the council adopted a resolution in that sense. I shall be glad to hear from you as to whether the owner of the well will consent to this being done and if his reply be in the affirmative I will arrange for the necessary work being done.

To which the Chairman replied that he was informed that Mr T Lock was willing to give the permission asked for.
