MINUTES OF THE NOVEMBER 18th 1897 MEETING OF INSTOW PARISH COUNCIL


November 18th 1897

A meeting of the Parish Council was held in the vestry room at 7pm.
Present. W.H. Lock in the chair, Major Winter Messrs, Joslin, W.A. Easterbrook, J. Easterbrook A. Pidler and W.H.F. Pidler.

The minutes of the previous council meeting were read and approved.

The chairman read the following letter from the Clerk to the Rural District Council and a letter from the Arnold Thorne with copies of the analysis of water from the proposed well.

Dear Sir

Lane End Water Supply
I am directed by the Rural District Council to send you the enclosed copy of a letter from Mr Arnold Thorne together with copies of Analysis therein referred to which were laid before the District Council at their meeting this afternoon. I am directed to ask you to be good enough to lay the same before the Instow Parish Council with the view to their deciding as to whether they will carry out the necessary work, or whether they wish this council to undertake the same.

Mr. Thorne's Letter
Barnstaple
12th November 1897
Dear Sir
Instow Lane End Water Supply
In accordance with your instructions to take the necessary steps to test the water on the other side of the railway with the view of ascertaining of the proposed supply was pure. I proceeded to obtain a sample of water. Boring by tubes was first adopted with the result that water was quickly found in large quantities as reported to you by me on the 7th October

The analysis referred to in that letter which is enclosed herewith marked No 1 shewed the water so obtained to be unfit for drinking, careful examination induced me to believe that this water might have been contaminated by the water flowing in the water table near the boring and I consulted with the Chairman of Instow Parish Council as to the necessity of obtaining another sample for analysis before reporting to you.

He agreed that the sample first sent was probably not a true one and approved of another being obtained. A hole was then opened in another place 26 feet deep. The water rose steadily and when the sample was taken was 3 feet deep. Considering the lowness of the springs generally I think the quantity would be sufficient for a public pump at Lane End. The analysis of the sample is enclosed herein marked 2.

The above figures show this water although in some respects of fair quality to have been contaminated with organic matter and in our opinion it would be unsafe to use it for drinking purposes unless filtered through a Pasteur filter.

The above figures show this water to be fairly free from organic matter.

We therefore think it a good water for drinking purposes.

On the motion of Major Winter seconded by Mr Joslin the Clerk was instructed to write to the clerk of the Rural District Council. The following is a copy of the letter sent.

I am directed by the Parish Council to inform you that they have considered your letter of the 12th inst. and the enclosed copies therewith and they are of the opinion that it will be desirable that the District Council should undertake the carrying out of the work necessary to provide water for Lane End.
