MINUTES OF THE MARCH 4th 1897 MEETING OF INSTOW PARISH COUNCIL


March 4th 1897

A meeting of the Parish Council was held in the vestry room at 6.45 p.m.
Present. Messrs Lock, Anstey, Winter, W.A. Easterbrook, J Easterbrook, A. Pidler, W.H.J. Pidler, Nation, Bellew and Gorton District Councillor

The minutes of the last meeting were read and approved

Cheques were drawn for Poor & sanitary Rates 13-11
& Land Tax 7-11

At 7 o'clock the meeting was thrown open to parishioners and in addition to the councillors the following ratepayers among others were present Messrs B. Skinner, C. Pidler, Jno Joslin, C. Molland, J. Carter, Hoyle, W. Carter, Jarvis, C. Lock, E. Jones, W. Matthews, Braunton, H. Sanders & Shambrook

The following letter from the Clerk to the District Council was read and the accompanying report and estimate of the engineer was also read.

Instow Drainage & Water Supply
The report of the Committee appointed in this matter was received at their meeting yesterday

At a meeting of the Council held on the 12th inst it was decided to relay the Drains through the sailors' Inn passage to the back of No 11 House the estimated cost of which would be £26.

The recommendations of the Committee submitted to the Council yesterday were as follows:-
1) To extend the sewer ordered at the Sailors' Inn passage to the back of the cottages in the occupation of Messrs James and Pedler.
2) To relay the sewer at the back of Messrs Shackson, Raffle, Phillips and Sanders' premises.
3) To take up and relay the sewer on the north side of Lane End to Messrs Malet, Lock, & Fishley's premises.

With regard to the water supply for Lane End the Committee recommend that a supply be obtained from the Tennis Field by sinking a large well and a pump or pumps fixed at a convenient place or places at Lane End. The Committee understand that the Tennis Committee will allow the well to be sunk on their premises free of cost provided the club be allowed to use the water in connection with their tennis ground. Having regard to this latter proviso it was pointed out by Mr Gorton at the meeting yesterday that perhaps it would be more desirable to sink a well in a field belonging to Mr Christie and situate at the back of Mr Topham's house.

I send herewith a copy of Mr Thorne's report & estimate upon the above matters together with an extract made by him on the 11th inst as to conducting the water for providing flushing & for the sewer at Lane End.

The Council adopted a resolution referring all these matters back to the Instow Parish Council for their opinion and for any suggestions they might desire to offer thereon.

Lane End Instow
Sewerage & Water Supply

At the meeting of the committee at Instow on Wednesday the 17th inst the committee decided on the following recommendations and instructed me to provide estimates.
1) To extend the sewer ordered at the Sailors' Inn to the cottages in the occupation of Messrs James & Pedler
estimated cost £1-17-6
2) To relay a sewer at the back of Messrs Shackson, Raffle, Phillips & Sanders estimated cost £12-15
3) To relay a sewer to Messrs Malet, Lock & Fishley estimated cost £6-8
4) To sink a well in the tennis field and place a pump in Lane End. The exact position to be decided by the parish Council.

For the purpose of this estimate I have assumed the position at a distance of 120 yards. Estimate cost £39-13-6.

In taking particulars for the estimate I observed that the East Water Table of the Railway contained water and on enquiring from the railway employees was informed that a deposit impregnated with paraffin was found in clearing

I desire to point out that this might reach the new well and that it would be safer to go some distance into the field on the east side of the railway called Adam's Meadow.

The cost would be increased by the distance probably to the extent of £15 or £20.

Extract from Mr Thorne's Report dated 11th Feb 1897

A stream of water which is conducted under the railway to a pond in Mr Topham's garden and thence to the drain in Shackson's yard would supply flushing water for a chamber at the head of the sewer.
The flow of water I am informed is a steady one and seldom dries. The cost of conducting the water and providing a flushing chamber would be £30

The object of the meeting was then mentioned and Mr Gorton the District Councillor detailed the steps which had been taken. Opinions on these recommendations were then invited. Messrs B Skinner and C. Molland were of opinion that a general water scheme for providing Instow should be adopted but this it was explained could not be discussed since the only matters before the meeting were the recommendations of the District Council. The Parish Meeting was then closed.

Subsequently the Council discussed the matter and were unanimously of opinion that the whole of the recommendations of the District Council except that relating to flushing the sewer should be approved. The clerk was directed to so inform the District Council and the following is a copy of the letter sent

I am directed by the Parish Council to acknowledge the receipt of your letter of the 27th ultimo addressed to the chairman and the report of Mr Thorne on the above matters enclosed therewith.

The Parish Council have held a meeting at which the above communications read and discussed and I am directed to inform you that the Council consider that the several recommendations of the committee of the District Council numbered 1,2 & 3 respectively the relaying of the sewer at Lane End should be proceeded with.

The Parish Council do not consider it necessary to provide it necessary to provide a Flushing Tank at the head of the sewer since it (the sewer) is known to be clean and it is laid at a good grade.

As regards the water supply the Parish Council consider for the proposal to take the water from the Adam's Meadow on the east side of the railway is the proper scheme to adopt and they approve of this being done provided the District Council are first satisfied that the water is good
