A meeting of the Parish Council and overseers was held in the vestry room at
7pm for the purpose of revising assessments and other business. Present Mr W.H.
Lock in the chair, Messrs, J. Easterbrook, W.A. Easterbrook, A. Pidler, C.
Pidler, and W. Pidler, with Mr Anstey overseer.
The minutes of the last meeting were read and confirmed.
Mr A. Pidler signed the declaration on acceptance of office.
The following letter from the Clerk to the District Council with the Medical
Officer's report was read:-
Barnstaple July 28th 1899
Dear Sir
Drainage of Marsh Cottages Instow
I am directed by the District Council to send you a copy of a report received
from the Medical Officer of Health thereon.
The District Council would be glad if the Parish Council would see that the
suggestion of the Medical Officer of Health is carried out with regard to the
leet above the culvert also being kept free from growth etc.
The Council do not propose to compel Mrs Gregory to connect the drainage of
the cottages with the main sewer, having regard to the report of the Medical
Officer of Health.

Drainage of Marsh Cottages Instow
I have this day (27th inst) visited the above cottages and cannot find any
cause of complaint, the back premises are clean, the earth closets are kept in
good order, one had not quite sufficient earth. There was no nuisance at the
mouth of the drain at the culvert and until a proper water supply to flush the
drain is provided, and the sewer properly ventilated, I should not recommend
any alteration in the course of the drainage of the cottages. The leet itself
above the culvert should be kept clean of old kettles, tins and other refuse
and the mouth of the culvert where it opens unto the field should be kept free
from growth etc.

On the motion of Mr W.A. Easterbrook seconded by Mr C. Pidler the Clerk was
instructed to reply to the same.
The following is the reply sent:-

Dear Sir
Drainage of Marsh Cottages Instow
I have laid your letter of the 28th ult with the copy of the report of the
Medical Officer of Health of the same date sent therewith before the Parish
Council. The Parish Council were not aware of the circumstances which led to
the Medical Officer of Health visiting Marsh Cottages and do not know what
complaint was made regards these cottages. The Parish Council was informed
that the drainage from the cottages does find its way into the culvert and
several members of the council say that at this moment the mouth of the
culvert is very offensive. The leet which flows in front of the cottages is
private property and I am directed to suggest that if the Medical Officer of
Health has any fault to find with its condition the owners should be served
with notice to abate any nuisance that may be existing. From the remarks of
the Medical Officer of Health respecting the flushing of the sewer it appears
that he is unaware of there being a 500 gall. Flush tank at the end of the
system. This tank is now working effectively and the sewer is thoroughly
scoured as may be seen if the manholes were inspected.
