MINUTES OF THE SEPTEMBER 28th 1899 MEETING OF INSTOW PARISH COUNCIL


A meeting of the Parish Council was held in the vestry room at 7pm. Present Mr W.H. Lock in the chair, Major Winter, Messrs J Easterbrook W.A. Easterbrook C. Pidler, and A. Pidler.

The minutes of the last meeting were read and approved.

The Chairman read a reply from the District Council accepting the tender and sanctioning the proposed agreement for the removal of house refuse:-

Dear Sir
Parish of Instow
Removal of House Refuse

Your letter herein and agreement came before the District Council at their meeting this afternoon.

The Council approve of the draft agreement and will be prepared to confirm the appointment of Mr John Pidler to carry out the necessary work for the sum of £16 per annum.

The following letter was also read from the District Council on the water supply:-
Barnstaple
22 Sept 1899
Dear Sir
Instow Water Supply

The committee appointed to meet Mr Jones with the view of arranging terms in reference to the proposed water supply for Instow presented their report to the District Council at their meeting this afternoon from which it appeared that Mr Jones required an annual payment of £10. This council considered to be an excessive charge and adopted a resolution referring the matter back to the Instow Parish Council for their consideration and observations thereon and if possible to endeavour to make more favourable terms with Mr Jones, failing which it may be necessary for the District Council to see whether they cannot obtain a supply of water from some other source upon reasonable terms.

A member having stated that Mr Christie had expressed his willingness to allow the District Council to take water from the West Down field adjoining Millars Hill and to give facilities for storing and distributing the same for a nominal consideration it was moved by Mr J Easterbrook seconded by Major Winter that the clerk write to the District Council to that effect. The following is a copy of the letter sent:-

Dear Sir
Instow Water Supply
Your letter of the 22 ult to the chairman of the Instow Parish Council has been laid before that body.

At the meeting when the letter was considered it was stated by a member that Mr Christie had expressed his willingness to allow the District Council to take water from the West Down field which adjoins Millars Hill and to give facilities for storing and distributing the water for a nominal consideration. Having regard to the large sum which Mr Jones demands for the water in Millars Hill the council decided that the District Council should be asked to approach Mr Christie and endeavour to come to an arrangement with him. I am requested to say that several of the members of the Parish Council have expressed the opinion that a plentiful supply of water may be found in the Down field.
