MINUTES OF THE AUGUST 8th 1900 MEETING OF INSTOW PARISH COUNCIL


A meeting of the Parish Council and overseers was held in the vestry room at 7pm Present Mr Lock in the chair, Major Winter vice chairman, Messrs C. Pidler. W.A. Easterbrook, J. Easterbrook, A. Pidler, and W. Pidler

The minutes of the last meeting were read and signed.

A circular was read from the clerk to the County Council respecting the basis for County Rate and it was resolved that this council should make no objections to the same.

It was reported that a drain had been laid at Marsh Cottages and that a pipe had been tapped for connecting the same with the sewer and on the motion of Mr Lock seconded by Major Winter the clerk was instructed to write to the District Council with reference to the same. The following is a copy of the letter sent.

Instow 22nd August 1900
Dear Sir

It will no doubt be in the recollection of your Chairman that 3 years since the attention was called to the desirability of the District Council taking measures to provide that sewers which had been constructed by them should be placed under the supervision and control of someone in order to prevent the connection of the drains thereto being made without proper supervision. I am directed by the Instow Parish Council to again call your attention to this matter, as quite recently a connection has been made to a sewer in this Parish it is believed in an improper manner as the drain was not brought to a manhole or to a junction. I may say that I gave the person who made the connection particulars of the exact position of the various junctions on the sewer, but instead of carrying his drain to a junction it is believed that a hole was made into the sewer for the connection. The Parish Council beg to submit that sewers constructed as they are at the cost of the public should be strictly guarded and every precaution taken that they should not be interfered with by any private individual unless under the direct supervision of some really competent person appointed by the District Council or Parish so that the risk of their efficiency may not be imperilled.
