MINUTES OF THE SEPTEMBER 12th 1900 MEETING OF INSTOW PARISH COUNCIL


A meeting of the Parish Council and overseers was held at Lane End at 6.30pm Present Mr Lock, Major Winter, Messrs C. Pidler. W.A. Easterbrook, J. Easterbrook, C. Pidler A. Pidler members and Col O'Brien District Councillor, to consider the best means for carrying off top water from flooding Mr A. Pidler's cottages. After examining the place in question the members then went to the vestry room to transact the business thereof.

The minutes of the last meeting were read and signed.


The following is the letter received from the clerk to the District Council:-

25th August 1900
Dear Sir

The District Council having received a complaint from Mr Alec Pidler as to the flooding of his cottages at Instow and having caused the inspector to look into the matter find that they are in no way responsible for such flooding and cannot therefore recognise any liability in the matter. It has however been suggested to the District Council that it would be desirable to convey the overflow water in question into the flushing tank at Lane End for flushing purposes. I am directed to communicate with the Instow Parish Council upon the matters and to enquire whether they would recommend the same being done.

It was moved by Major Winter seconded by Mr C. Pidler that the suggestions contained in the following letter should be recommended to the District Council and carried unanimously.

Instow 13th Sept 1900

Dear Sir

In reply to your letter of the 25th ult I am directed by the Parish Council to say that they are of opinion that the water which is the cause of the flooding of Mr A. Pidler's cottages at Lane End should be diverted and discharged into the sewer at the upper end of Lane End. This can be done by forming a small catch pit in Mr Pidler's garden and laying a drain from there through the path of the garden to the gateway where there is already a catch pit leading to the sewer. The Parish Council are of the opinion that an automatic flush tank about 250 or 300 galls could be advantageously placed at this point.

It was moved by Mr Lock seconded by Mr J Easterbrook that tenders be invited for the removal of house refuse for the year commencing 29th Sept 1900 and that the cart be covered. Carried.

Proposed by Mr W.A. Easterbrook seconded by Mr C. Pidler and carried that the District Council be written to about the accumulation of sand in the roadway opposite the dunes the following is a copy of the letter sent.

Instow 13 Sept 1900
Dear Sir

I am directed by the Parish Council to call the attention of your District Council to the large accumulation of sand in the highway opposite the dunes. The sand has been there a considerable time and is the cause of great inconvenience.

It was resolved that in consequence of the seats on the Parade being improperly used they be not repaired.

Complaints having been made as to the footpath leading from Worlington to Instow Town. The clerk was instructed to see to the matter.

The Clerk was instructed to write to the Parish and District Councillors Association of which he is a member respecting certain rights in connection with the allotments the following is a copy.

Dear Sir

Parish of Instow

I am directed by the Parish Council to ask for your opinion under the following circumstances.

In the year 1846 a piece of common land in which the Lord of the Manor, the rector, and one or 2 other persons had grazing rights was enclosed under Act 8 & 9 Vic Cap 118. The arbitrator appointed to apportion the several interests by his award set out 2 acres for Recreation purposes and 4 acres for allotment purposes. There is payable in respect of the 4 acres a rent charge of £1-1-0 to the Lord of the Manor and 1/6 to the Rector. No mention is made in the award of game rights and my council desire to know what the real position is as to these rights both over the Recreation Ground and the Allotment Field.

The Clerk having asked for an increase of salary owing to increased duties it was resolved on the motion of Mr A. Pidler seconded by Mr J. Easterbrook that the salary of the assistant overseer be increases by £2 yearly from Sept 29th next. Making a total of £23 yearly.
