INSTOW PARISH COUNCIL EMERGENCY SELF HELP PLAN

Information supplied by Instow Parish Council for the benefit of the community.


1. Purpose of the Plan. The purpose of this plan is to provide a self-help response, particularly shelter, during any emergency affecting the community, when the normal emergency response provided by the Emergency Services and the Local Authorities is delayed, because of the scope and nature of the emergency.


2. Activation. This plan will be activated whenever the Parish Council Emergency Management Team considers it necessary. North Devon District Council (NDDC) to be advised that the plan has been activated.

3. Community Response. The Emergency Management Team, appointed by the Parish Council, will use its personnel and resources to respond to the emergency affecting the community as seems appropriate.

ENCLOSURE 2. RESPONSE TO ISOLATION

2.1 Effects of Isolation due to Storm or Deep Snow. The immediate effects will be that the community is cut off from outside help, and movement within the community may be difficult. There may also be loss of one or more of the main services. See enclosure 3 for action if main services are cut off.
2.2 Movement within the Community. The ability to move about the community is essential if
assistance is to be given to those in need. Clearing pathways will be a high priority.

ENCLOSURE 3. RESPONSE TO LOSS OF MAIN SERVICES

3.1 Loss of Communications. If telephones are affected, and road traffic is not moving freely, communications within the community will be through couriers carrying written or verbal messages.

Communications outside the community will be maintained by passing messages via mobile telephone in the surrounding area, and asking them to inform the Police.
National/Local Radio listening watch will be maintained by:

3.2 Loss of Other Main Services. The loss of electricity can have a "knock on effect" on all other mains services. The weather will also affect the severity of the emergency, as will the availability of communications within, and outside, the community. The situation will be assessed by the Parish Council Emergency Management Team at the time, and a suitable response made, using the resources detailed in the self-help plan.


If telephones are not affected, and road traffic is moving freely, contact should be made with the service supplier/s, to:
(a) Report the loss of service
(b) Obtain an estimate of time when supplies will recommence.


If reconnection is likely to be delayed the supplier/s should be asked to institute emergency measures, to assist the community deal with the situation until normal service is resumed. NDDC should be informed of the situation.
