2802/1 PRAYER
The Clerk said in light of the recent passing of Bill Pain, a former Parish
Clerk, it was felt that the meeting ought to begin with a moment of silence in
memory of Bill.
Following a period of silence and contemplation the Clerk led the Council in
prayer that reflected on the unquestionable citizenship qualities of Bill Pain
and the commitment and dedication he had afforded to the parish of Instow.
2802/2 APOLOGIES
Constable Hodgson and PCSO Cornish.
2802/3 POLICE REPORT
a) Crime Issues: -
In the absence of the police the Clerk read from a report that had been
provided by Constable Hodgson and PCSO Cornish. He said that since the last
meeting three crimes had been reported in the parish, namely, the theft of a
pedal cycle (ongoing investigation), an assault (male arrested – no further
action taken) and theft of metal (ongoing investigation). (Noted)
b) Other Issues: -
(i) The Clerk said that during the same period 9 police logs were recorded as
follows; 1 road traffic collision, 5 information logs and 2 relating to
matters of crime. (Noted)
(ii) The Clerk said the police had continued to monitor the camper van and its
occupants on Marine Parade (see item 2801/3 (e)) and that no incidents had
been recorded or witnessed with regard to either. (Noted)
c) Neighbourhood Watch: -
The Clerk said the police were still on a recruitment drive for this
initiative and that if any other cluster of houses within the parish were
interested they should contact PCSO Cornish. (Noted)
d) Police Surgeries: -
The Clerk told IPC he had asked the police for an update on the concept of
police surgeries in Instow by the next meeting. (Noted)
2802/4 PARISHIONERS
a) Clerk’s Remarks – Declaration of Interests by Councillors etc: -
(i) The Clerk said that Planning matters had been brought forward on the
agenda (to Item 8), primarily because of the immense local interest in the two
new school applications (see items 2802/8 (a) and (b)) and that it was felt
prudent to remind parishioners that only 15 minutes was set aside at the
meeting for parishioners to speak and that Cllrs, who needed to declare an
interest, would have the opportunity to speak as a parishioner under this part
of the meeting. (Noted)
(ii) The following Cllrs then declared an interest on the two new school
planning applications (see items 2802/8 (a) and (b)): -

b) Instow In Bloom (IIB) – New Brochure: -
(i) A parishioner said a new IIB brochure had been issued and that IIB were
particularly grateful to Cllr Cann for his generosity in providing a DCC grant
for the purpose. Copies were distributed to Cllrs. (Noted)
(ii) Council was also informed of a beach clean that was to take place on
Instow sands on Saturday 23rd February at 1.45 pm to which the local media and
TV had been invited. (Noted)
c) New Instow School Planning Applications: -
A parishioner spoke to a letter he had sent objecting to these applications
(see item 2802/8 (a) and (b)). He referred to a petition that had been signed
by all residents of Venn Close (with the exception of Cllr Cook) objecting to
the proposals. He also referred to a letter he had been sent from Nick Harvey
(MP) – see item 2802/8 (b) (xiv)). (Noted)
d) Ransom Strip – Children’s Play Area: -
A parishioner enquired what land had been identified as being suitable for a
children’s play area – see item 2802/5 (b). The Chairman told the parishioner
that the land was between the Sand Dunes Car park and the Tarka Trail and
belonged to DCC. (Noted)
e) New Instow School Planning Applications/Anstey Way Lay By etc: -
(i) A parishioner expressed concern that access and a “right of way” through
this lay by would be impaired, if not excluded, by the work necessary for the
new school and that this, in his view, should be resisted. (Noted)
(ii) The parishioner also said he had recently spoken to the land owner of
Welch’s field and that he had yet to receive a response to a letter he had
sent to DCC about the alleged use of his land for the new school. (Noted)
(iii) The parishioner added that he recommended to IPC that it seek a
deferment to both new school applications on the grounds that other sites
within the Yelland area had not been considered and that they should be.

f) Marine Parade – Traffic Congestion/Buses: -
A parishioner said she had been extremely pleased to note the lack of traffic
congestion on the seafront during the period of the recent road works and
which she attributed to the buses having diverted along Anstey Way. She
implored the Council to seriously consider continuing with such a diverted bus
route and to instigate a one way system of traffic along Marine Parade.

2802/5 REPORT COUNTY COUNCILLOR R CANN
a) NDDC Election (May 2007) Costs: -
Cllr Cann said NDDC had agreed to waiver these costs (see item 2802/11 (5)
(a)) but that NDDC would be engaging with parish councils in the near future
to decide the best way forward for the future. He said it was disappointing
that out of 59 parish councils in North Devon only 13 had had to hold an
election in 2007 and that this was not good for democracy. Cllr Cann was
thanked by the Chairman for his support on this very contentious issue.

b) Children’s Play Area: -
Cllr Cann said that regrettably the DCC land that had been identified as a
possible site for a children’s play area (between Sand Dunes Car Park and
Tarka Trail) was not appropriate for a number of reasons, primarily
environmental but also planning approval requirements, indubitable adverse
publicity from local pressure groups, requirements of equipment/maintenance
and access to the site. He said it was a great shame in his opinion and
thanked the source of the suggestion that had been brought forward in good
faith. (Noted)
c) Ward Project Funding Bid: -
Cllr Cann said that each County Cllr in 2008 would have the opportunity to bid
for a project in their ward to the value of £25,000. (Noted)
d) Traffic Management – Instow: -
Cllr Cann said he felt it appropriate to deal with this issue as at item
2802/9 (b) but that he wished Council to be aware, at this stage, that any
proposals he made would be with the wishes and full support of the community
in mind. (Noted)
e) Westleigh A39 Junction: -
Cllr Cann said that funding had been approved for a large reactive sign to be
placed at the junction at a cost of approximately £25,000. He said evidence
would suggest that most accidents occur with traffic travelling from the
Bideford direction clashing with vehicles crossing the road; he said that a
similar sign at the North Molton junction on the link road had successfully
reduced the number of accidents at that location. (Noted)
f) DCC Council Tax 2008/9 – 3.9%: -
Cllr Cann DCC had prepared a draft budget on the assumed grant settlement of
3.5% (the actual settlement turned out to be 7%). (Noted)
g) Instow New School Planning Applications: -
In answer to a question from a parishioner Cllr Cann confirmed that DCC had
written to the Agent of Devon Christie Estates after the November meeting of
IPC (as regards to other possible school sites available in the areas on DCE
land) but that no reply had been received. (Noted)
2802/6 REPORT OF DISTRICT COUNCILLOR B MOORES
a) Marine Parade – Single Flow Traffic/No Buses: -
Cllr Moores said he has received a number of correspondence relating to single
flow traffic and no buses on the sea front which he was aware would be debated
later in the meeting. (Noted) b) Removal of Dead Animals – Beach: -
Cllr Moores said the dead sheep that had been on the beach (by the oil jetty -
see item 2801/9 (i) (i)) had finally been moved and that he was currently
working with NDDC’s Environmental Health Department to produce a policy and
procedure for use in the future. (Noted)
c) Devon and Somerset Fire and Rescue Service: -
Cllr Moores said the proposed cuts in provision of future manning of
Ilfracombe Fire Station had now been resolved and he paid compliment to Cllr
Cann, who had played a major part in the process and for attaining such a
favourable decision. (Noted)
d) Kerbside Dry Recycling Contract: -
Cllr Moores said that a decision had been taken to bring this service in house
and that NDDC was engaged in talks with South Molton Recycling for the
transfer of employees, vehicles etc in time for the transfer of services in
May 2008. (Noted)
e) NDDC Affordable Housing Seminar: -
Cllr Moores confirmed he had attended this recent seminar and represented IPC.
He said it concerned decisions around housing problems, both current and
future, an Affordable Housing Delivery Plan, Identification of Priority Areas
(Instow, Tawstock, Newton Tracey), a Task and Finish Group and Working with
Parish Councils. (Noted)
f) Local Government Review: -
Cllr Moores said this emanated from Exeter’s bid for unitary status that had
been referred to the Boundary Commission. He added that the review would be
based on five criteria and that recommendations to The Secretary of State
would be made on structure/administrative boundaries and council size (not
electoral arrangements) and that the initial meeting had been arranged for 3rd

It was RESOLVED that the January 2008 minutes of Instow Parish Council be
approved and signed. (Noted)
2802/8 PLANNING
a) Town and Country Planning General Regulations 1992 – Regulation 3: Change
of use of land from agricultural to education purposes, construction of grass
playing pitch with land drainage, access road and turning head. Construction
of temporary path from existing school to proposed playing field at land to
south of B3233, adjacent to Venn, Instow (Reference No ACB/DCC/2566/2007): -
(i) The Clerk reminded IPC it had RESOLVED to defer this application at its
meeting of 17th January 2008 for debate and decision on the grounds that a
similar and intrinsically linked further application for a new school on the
same site was imminently expected (see (b) below). (Noted)

DCC that had been handed to him by a parishioner at the meeting. (Noted)
(xv) The Planning Sub Committee (Cllrs White, Green and Cook) then addressed
Council with each giving reasons why they supported both applications (i.e.
28021/8 (a) and (b)). (Noted)
(xvi) Cllr Harper then spoke against both applications (i.e. 28021/8 (a) and
(b)) and handed to Cllrs a copy of a letter from DCC reference “Instow
Community Primary School” (dd 5.10.2001) and a map showing 4 alternative sites
for a new school other than the lay by site. (Noted)
(xvii) Cllr Moores then addressed Council and spoke in support of both
applications ((i.e. 28021/8 (a) and (b)). (Noted)
(xviii) The Clerk was then asked to read a statement as previously prepared
and signed by IPC’s PSC namely Cllrs White, Green and Cook. It read as
follows: -
“The Planning Sub-committee welcomes the decision by Devon County Council to
invest in a new primary school in Instow. The existing school has an excellent
reputation and is cherished as a valuable community asset. However, for too
long it has suffered from having a very small site, over-crowded temporary
buildings, no playing field and restricted access.
The decision as to where to construct the new school has been a controversial
one. Proposals have been under discussion for over 10 years, and during this
time a number of possible sites have been considered. Five sites have been
assessed in detail from geophysical, environmental, and amenity viewpoints.
All of the sites have disadvantages as well as advantages, but the lay-by site
that is the subject of the current planning application has been identified as
the most suitable.
An extensive consultation exercise was undertaken in 2001. Views were widely
canvassed, and over 200 people attended a two-day public exhibition on
possible community facilities at the new school. The five proposed sites were
identified, and the advantages and disadvantages of each site were set out on
displays. Visitors to the exhibition were invited to comment, and many did so.
These comments have been taken into account by the Planning Sub-committee.
There were more positive comments made about the lay-by site than about any
other.
It is regrettable that no comparable consultation has been carried out since
2001, but the Sub-committee considers that there have not been any substantial
changes in the options or the arguments since then, and that the conclusions
remain valid.
In recent weeks there have been vociferous objections to the lay-by site from
the Friends of Instow Environs and others, although there have also been
letters in support of this site. The Planning Sub-committee has given careful
consideration to the views of the objectors, but these are not new, and the
Sub-committee is of the opinion that they do not alter the conclusions
previously reached.
The Sub-committee has noted that the new school will occupy only a relatively
small part of the field known as Tower Field, and will be sited in the north
east corner of the field, adjacent to existing houses. The school will be a
single storey building, only the hall having a raised roof-line, and the roof
will be sloping and covered with grass, thus limiting the visual impact.
For the above reasons the Planning Sub-committee recommends that IPC should
support the current planning applications for the new Instow School.
At the IPC meeting held on 15/11/2007, the Agent for Devon Christie Estates
(which is the owner of the lay-by site) said that the Trustees of Devon
Christie Estates were committed to enhancing the education facilities in the
area. The Sub-committee urges Devon County Council to build on the goodwill
evidenced by this comment by entering into negotiations with Devon Christie
Estates for the speedy purchase of the site so as to avoid further delay in
the construction of the new school”. (Noted)
(xvix) The Clerk then invited a proposal from Council; Cllr Cook proposed that
IPC should recommend APPROVAL of both applications (i.e. 28021/8 (a) and (b))
and this was seconded by Cllr White. (Noted)
(xx) The Clerk then enquired whether there were any alternative proposals;
Cllr Harper said he wished it to be noted that he was not in favour of
recommending APPROVAL for both applications (i.e. 28021/8 (a) and (b)).

(xxi) The Clerk then asked Council for a show of hands by those Cllrs who were
in favour of recommending APPROVAL of both applications, namely 28021/8 (a)
and (b); Cllrs Cook, White, Green and Moores voted in favour. (Noted)
(xxii) The Clerk then asked Council for a show of hands by those Cllrs who
were not in favour of recommending APPROVAL of both applications, namely
28021/8 (a) and (b); Cllr Harper voted against the resolution. (Noted)
(xxiii) It was noted that on the basis of the vote (4 in favour and one
against) that IPC RESOLVED to recommend APPROVAL of both applications, namely
(i.e. 28021/8 (a) and (b)). (Action: The Clerk)
(xxiv) It was then proposed by Cllr White that DCC be advised that although
IPC was in favour of approving both applications (as at 28021/8 (a) and (b))
that it should seriously take on board the real anxieties and concerns of
nearby residents as regards the close proximity of the new school and playing
fields to their properties and that it would do all it could to lessen any
potential nuisance(s) that might emanate from the site once constructed and in
use. (Noted)
(xxv) Cllr White also suggested that the concerns of some residents should be
considered as to how the current Anstey Way lay-by might be altered as a
consequence of the construction of the new school and in doing so impede/close
the current right of way that has, and has for many years, been enjoyed by
pedestrians and motorist alike. Cllr White added that although IPC fully
appreciated that safety issues would be relevant with the entrance to the new
school coming off the lay by that IPC would not like to think, for example,
that the lay by was totally blocked off at the Rectory Lane end apart from
access to houses situated at that location. (Noted)
(xxvi) Cllrs Cook, Green and Moores supported these views of Cllr White (see
item xxiv and xxv) and it was RESOLVED to include this in IPC’s response
together with a copy of IPC’s PSC’s statement as at item xviii above. (Action:

(xxvii) The Clerk, for the matter of record, reminded Cllrs and parishioners
present that IPC was merely a statutory consultee in this process and that DCC
was seeking IPC’s views as part of its consultation process before considering
it in committee. (Noted)

mentioned therein that IPC could well be debating it at its meeting of 21st

(iii) After a discussion, lead by IPC’s PSC, IPC RESOLVED unanimously to
recommend approval of this application. (Action: The Clerk)
i) Letter (dd 14.1.08) from DCC reference “Planning and Compulsory Purchase
Act 2004: Article 5 Town and Country (General Development Procedure) Order
1995: - (i) The Clerk reminded IPC that this matter (that had been deferred
from the January meeting of IPC for further consideration by Cllrs) was a
consultation on new procedures for the Validation of Planning Applications
where the County Council proposed to develop its own land including that at
County Schools and County owned buildings, where the County makes an
application to develop land not in its ownership including applications made
jointly with thirds parties and applications for waste development. The Clerk
added that new procedures came into force on the 6th April 2008 and that the
letter set out the implications particularly as regards the application form
and the information provided with the application. From this date, he added,
the planning authority would have regard to the new National List and a Local
List (where in force) when assessing whether enough information has been
provided in the application. He added that responses to the consultation were
in respect of the Local List and comments were invited by 12 noon Monday 25th

The Clerk said he had provided the parishioner with advice and had also
contacted the DCC’s Highways Superintendent on whose land the alleged felling

2802/9 MATTERS ARISING FROM THE MINUTES
a) Item 2801/4 (a) – Rectory Lane 20 mph Speed Limit: -
Cllr Cann advised IPC there had been no objection to the relevant traffic
order and appropriate 20 mph signs should be up by the end of February.

b) Item 2801/8 (a) - Instow – Traffic Management Issues: -
(i) Cllr Cann spoke to a report (dd 17.1.08) that had been tabled for Cllrs at
the meeting. This report had been compiled following meetings held between
Cllr Cann, The Clerk and James Anstee (DCC Officer) at the Civic Centre on the
15th November 2007 and IPC’s Traffic Management Sub Committee (Cllrs White,
Crombie, Cook and Harper), together with Cllr Cann at The Commodore Hotel,
Instow on the 20th December 2007. He explained the difficulties of a proposal
to move to a one-way system along Marine Parade and gave reasons (that were
set out in the report) in support of DCC’s recommendations/reasoning. (Noted)
(ii) Cllr Cann then referred to a report entitled “Instow Traffic Management
Proposals – Action Plan” which had been tabled for Cllrs at the meeting.

(iii) The proposed actions, order of priority and intended commencement dates

(iv) Cllr Cann said that all these traffic management initiatives/proposals
were achievable and realistic; Cllr White confirmed that IPC’s Traffic
Management Sub Committee were fully supportive of these proposals and he
thanked Cllr Cann, the Clerk and James Anstee (DCC) for all the hard work they
had put in on the project. He added that it was a very comprehensive report
and if all actions were achieved that Instow could look forward to improved
road safety in the parish coupled with the free flow of traffic for both
vehicles and pedestrians alike. (Noted)
(v) The Clerk then referred to a number of items of correspondence he had
received as regards this matter, namely: -

d) Item 2801/8 (c) – New Charter Toilets/ Quay Car Park
(i) Cllr Cann said that primarily because of legal implications it had not
been possible to commence the building of this charter toilet block over the
winter months and there was a possibility it would not take place until the
next financial year. He reassured IPC, however, that he was doing all he could
to ensure this project was realised as soon as was practically possible.

(ii) Cllr Cook reminded Cllr Cann that these charter toilets were part of an
agreement by NDDC to build two small charter toilet blocks (as opposed to one
large one) and that he sincerely hoped NDDC were not going to renege on this
agreement. (Noted)
(iii) Cllr Cann reiterated his assurance that this toilet block would be built
but it was not possible at this stage to say when for a number of complicated
reasons. He stressed his reassurance that he was doing all he could to have
them built soonest. (Noted)
e) Item 2801/8 (d) (i) - Clean N/hood Act/Dog Control Order: -
The Clerk advised IPC of his recent liaison with NDDC Environmental Health
Department (EHD) at a meeting at Instow at 9.15 am on Friday 18th January. He
said NDDC’s EHD was to further research the matter of control of dogs on
private land/ the current status/enforcement of the Instow beach by-laws and
in doing so would be liaising with other beach owners at Instow that is
Christie Estates and the Crown Commissioners. IPC RESOLVED to take no further
action on this matter at this stage other than to await a response from NDDC’s
EHD in due course. (Noted)
f) Item 2801/8 (e) – Venn Cross Bus Shelter/Lighting: -
(i) The Clerk updated IPC of progress; he said an appropriate post had been
placed in situ on site (20.2.08) and that the fitment of the solar lighting
panel and lighting fitments was in hand. (Noted)
(ii) IPC RESOLVED to thank Cllr Cann for his generosity in sponsoring the DCC
grant that had paid for this exciting environmental ground breaking project.

g) Item 2801/8 (f) (i) – Wooden Kiosk/Instow Beach (Rear of Boathouse Bus
Shelter) -
The Clerk confirmed he had written to DCE (18.1.08) reference a licence for
the bus shelter opposite the Boathouse and that a response was now awaited.
IPC RESOLVED to take no further action until such time as a response was
received. (Noted)
h) Item 2801/8 (g) (i) – Defra: Revised Bathing Water Directive –
Consultation: -
The Clerk confirmed he had communicated with the EA (email of 18.1.08 refers)
with a view to an EA officer attending IPC in the future to give a
presentation concerning the implications of these directives and their impact
on Instow. The Clerk told IPC of the EA’s response (email of 31.1.08 refers).
IPC RESOLVED to contact the EA later in the year to arrange a presentation in
the autumn 2008 and to take no further action in the meantime. (Noted)

(i) Cllr Moores provided IPC with an update - see item 2802/6 (e). (Noted)
(ii) The Clerk reported receipt (20.2.08) of a “Cllr Information Pack” from
NDDC for circulation amongst IPC Cllrs. (Noted)
(j) Item 2801/9 (i) (d) – Consultation/Conduct of Local Members in England: -
(i) The Clerk reported he had received one communication from Cllrs, namely
Cllr Green (email of 1.2.08 refers). Cllr Green said the document contained a
number of detailed proposals for changes to the workings of the Standards
Committee and that all appeared sensible. The Clerk said that on the basis of
this no response had been sent to the consultation. (Noted)
(ii) IPC RESOLVED to support this course of action. (Noted)
(k) Item 2801/12 (a) – Provision of a Laminator: -
(i) The Clerk said that Cllr Cann had advised him he was unable to provide a
grant for this although having taken advice from DAPC, IPC would, if it so
decided, be in a position to legally provide a grant. (Noted)
(ii) After a discussion IPC RESOLVED not to provide such a grant on the basis
it would set a precedent for similar grant applications which IPC could not
afford, in the long term, to provide. (Noted)
(l) Item 2801/12 (c) – Blocked Drains: -
The Clerk advised IPC he had sought the guidance of the DCC’s Highways
Superintendent as regards IPC making use of its handyperson to clear drains/gulley’s
and ditches and that this was not possible on the grounds of health and safety
and insurance implications (Noted)

Campaign”: -
The Clerk said this advised IPC that the NDCCS was to launch a campaign on
23rd February on Instow Beach to promote the message of keeping our beaches
clean by reminding people to put the “Dirty Dozen” in the bin and not the
toilet i.e. sanitary towels, condoms etc. The Clerk reminded Cllrs he had
copied the email and letter to them with their agenda papers (14.2.08) and
that the letter contained full details of the launch and campaign. (Noted)
e) Email (dd 25.1.08) from Chairman on IIB reference “Rogue (unnecessary)
Signposts”: -
The Clerk advised IPC he had liaised with the Chairman of IIB and had all the
signs in question pointed out to him. The Clerk reported he had subsequently
met with the DCC Highways Superintendent in an endeavour to have this matter

Parking – Parent Helpers”: -
(i) The Clerk said this letter requested that parent helpers (x1) be allowed
to park on the Quay Car Park (between 9am and 12 Noon) for free during

(ii) After a discussion it was RESOLVED that the Clerk should contact the
writer and ascertain the “business” status of Instow Pre-School Group and as

The Clerk confirmed that a cheque, in the sum of £413.24 (£178.07 interest and
£235.17 Portman/Nationwide dividend payment), had been sent to the Acting
Chairman of the Instow Parish Hall Committee (3.2.08) and that this had
subsequently been acknowledged by email (dd 6.2.08) for record purposes.

(e) Handyperson’s Terms of Agreement 2008/9: -
The Clerk advised IPC that this document had now been signed and filed for
future reference; a copy was provided to Cllrs for their information. (Noted)
(f) Use of Instow Sands – Atturm: -
The Clerk advised IPC he had received a copy of the current agreement between
IPC and the Defence Estates (DE), from the DE Office at Plymouth, (which he
had copied to Cllrs for their information with their agenda papers 14.2.08)
and that the DE has agreed to pay £250 per annum for the new agreement (10
year period – commencing 1st June 2008). He added that the DE’s Legal
Department would be preparing a suitable document for IPC to consider and sign
up to asap. IPC RESOLVED to accept the offer of £250 per annum and to await
arrival of the agreement. (Noted)
(g) Quay Car Park Licence 2008: -
(i) The Clerk advised IPC he had been told by NDDC’s Car Park’s Manager (email
of 4.2.08 refers) that IPC would be receiving an offer of a licence for this
car park for the summer season 2008; however, there might well be implications
for the wardening of the car park under new law enforcement for next year –
2009. He said NDDC’s Legal Department were currently considering the
implications. (Noted)
(ii) The Clerk then referred to a letter (dd 15.2.08) from NDDC offering IPC a
licence for the car park for the period 1.5.08 to 30.9.08 – total cost of
£1688.48 (£1437 + Vat) - an increase of £79.90 on 2007. The Clerk told IPC he
had accepted this offer – IPC RESOLVED to ratify this decision. (Noted)
(h) Quay Car Park – Bottle Bank Licence 2008/9: -
(i) The Clerk advised IPC that a similar offer to (g) above (and accepted by
him on behalf of IPC) had been made (letters from NDDC 15.2.08 refers) to
grant a Bottle Bank Licence (no fee) for the Quay car Park irrespective of the
fact there was currently no bottle bank in situ. (Noted)
(ii) Cllr Cann asked whether IPC would like a recycling facility replaced on
this car park; after discussion IPC RESOLVED to accept Cllr Cann’s very kind
offer but asked that it not be actioned until the area reverted back to being
a car park in May 2008. (Action: Cllr Cann)
(i) Marine Car Park – Bus Shelter Licence NDDC: -
The Clerk advised IPC that a similar offer to (g) and (h) above (and accepted
by him on behalf of IPC) had been made (letters from NDDC 15.2.08 refers) to
grant a Bus Shelter Licence (£14 plus VAT = £16.45) for the Bus Shelter at
this car park. IPC RESOLVED to ratify this decision. (Noted)
(j) Parish Seat Audit/Maintenance Checks Spring 2008: -
(i) The Clerk advised IPC he had carried this check out on 20.2.08 with the
parish handyperson; no maintenance issues had been identified. The Clerk said
that the handyperson anticipated oil/varnishing the seats as necessary and as
previously agreed by IPC (see item 2703/10 (5) (a) = £315.00 (i.e. 21 seats at
£15 per seat). The Clerk said the handyperson had not been able to do this
agreed work since March 2007 because of inclement weather. (Noted)
(ii) IPC RESOLVED to re-affirm this work that the handyperson anticipated
dealing with by the end of March 2008. (Noted)
(k) Bus Shelter Maintenance Checks Spring 2008: -
(i) The Clerk advised IPC he had carried out this check on 20.2.08 with the
parish handyperson; no major maintenance issues had been identified. The Clerk
said the handyperson anticipated dealing as necessary and as previously agreed
by IPC (see item 2703/10 (5) (b) = £175.00 (i.e. 7 bus shelters at £25 per
shelter). The Clerk said the handyperson had not been able to do this agreed
work since March 2007 because of inclement weather. (Noted)
(ii) IPC RESOLVED to re-affirm this work that the handyperson anticipated
dealing with by the end of March 2008. (Noted)
(l) Xmas Carol Singing 2008/Commodore Hotel, Band and PCC -
The Clerk confirmed he had advised The Commodore Hotel, Two Rivers Wind
Ensemble and Instow PCC reference IPC’s Carol Singing Event date of 7th

(i) The Clerk said this letter stated that IPC’s External Auditor for 2007/8

(ii) The Clerk said it also stated that the AC proposed to appoint a panel of
its own officers that could be the external auditor to IPC in the event that
Alun Williams was not able to continue with the appointment, or to assist

frequently asked questions including the scale of fees relevant for the period
2007/8 to 2011/12; he said a copy of the letter/attachments had been

receipt of IPC’s P3 returns that would be actioned asap. (Noted)

a) Instow Signs: -
Cllr White commented on the poor state of the Instow signs at each end of the
village; IPC RESOLVED to have this matter dealt with by the parish
handyperson/DCC Local Services. (Action: The Clerk)
b) Sand Dunes Car Park Entrance – Rubbish: -
Cllr Harper said the amount of rubbish that had accumulated (and did so
regularly) at this location was becoming unsightly. IPC RESOLVED to have this
matter referred to NDDC. Cllr Cann noted this request and said he had, that
day, received a request from a parishioner to have a rubbish bin placed at
this location. He also said that NDDC’s Warden had been delegated with the
responsibility of reviewing this problem and reporting back. (Action: Cllr
Cann)
