  RESOLVED unanimously that Councillor A Johns, being duly proposed (Cllr White) 
  and seconded (Cllr Harper), be elected as Chairman of Instow Parish Council 
  for the ensuing year. Councillor Johns signed the Declaration of Acceptance of 
  Office, took the chair and thanked Councillors for their support. (Noted) 
   
  2605/4 ELECTION OF VICE CHAIRMAN FOR THE ENSUING YEAR 
  RESOLVED unanimously that Councillor S White, being duly proposed (Cllr 
  Harper) and seconded (Cllr Green), be elected Vice Chairman for the ensuing 
  year. Cllr White signed the Declaration of Acceptance of Office and thanked 
  Councillors for their support. (Noted) 
   
  2605/5 POLICE REPORT 
  (i) Crime Report: - (a) Constable Benbow said the man arrested in Instow on 
  the day of the last meeting (see item 2604/3 (a)) had admitted the Instow 
  offence (theft) and had been remanded in custody awaiting sentence. Constable 
  Benbow paid tribute to the parishioners who had supported the police in this 
  arrest adding that without their support the man would have undoubtedly not 
  been arrested. (Noted)  
  (b) PC Benbow said there had been one incident of “road rage” reported since 
  the last meeting (a known offender) and a burglary at a chalet in the 
  Sandhills where a CCTV image of the suspects suggested they might be 
  youngsters – enquiries were, he said, continuing. (Noted)  
  (ii) Police Community Support Officer (PCSO): - PC Benbow introduced PCSO Tony 
  Charles who had recently been appointed. Constable Benbow said there was an 
  aspiration to have a PCSO in every parish, working with a Neighbourhood Beat 
  Manager, albeit that Tony Charles was currently responsible for the areas 
  between the Barnstaple Longbridge and Instow. PCSO Charles explained he had 
  recently undergone a 3 weeks training period, was currently on a week’s 
  attachment in an operational sense, and would be returning for a further 
  period of training before he was fully operational. He provided Cllrs with an 
  appraisal of his powers and explained that his means of transport would be 
  either on the bus (free travel) or by pedal cycle. He gave his contact details 
  as 0845 6567836 (Mobile telephone whilst on duty), 01271 335211 (Neighbourhood 
  Beat Manager Office answer phone) and email anthony.charles@devonandcornwall.pnn.police.uk. 
  He summarised his duties as being a “problem solver” of community issues and 
  that 90% of his time would be spent out on the beat and not in the office 
  fulfilling administrative duties. (Noted)  
  (iii) Parking Problems – New Road: - Constable Benbow said he had been unable 
  to resolve this issue as yet but that he had it in hand. (Action: Constable 
  Benbow) 
  (iv) Marine Parade – Buses/Obstructions: - Cllr May asked what action the 
  police were contemplating reference cars illegally parking along Marine Parade 
  near the Boathouse bus stop for example, and causing obstruction to the free 
  flow of buses. He cited a recent example. PC Benbow said he had spoken to the 
  licensee of the Boathouse public house to seek his cooperation adding both he 
  and PCSO Charles would pay attention to the area as and when possible. PCSO 
  Charles said he was unable to issue fixed penalty tickets but would endeavour 
  to resolve the issue by other means. (Action: PC Benbow/PCSO Charles)  
   
  2605/6 PARISHIONERS  
  Boathouse Bus Shelter – Unclean: - A parishioner complained as to the state of 
  this bus shelter that seemed to be used as a toilet from time to time. IPC 
  RESOLVED to have the parish handyperson pay more attention to this issue.

  2605/7 REPORT COUNTY COUNCILLOR R CANN 
  a) General: - Cllr Cann spoke of DCC Allowances – Leading Members (he 
  expressed shock and dismay at increases of up to 27%), Second Homes 
  Discount/Affordable Housing (Rural Communities), Care Charge Increases, New 
  DCC Logo (has attracted a storm of criticism), Yelland Virtual 
  Footpath/Improved Crossing (has been well received by most local people; 
  working well), Holmacott Landfill Site – Retrospective application for 
  existing Lighting Scheme (see item 2605/13 (c)), Free Bus Travel for the over 
  60’s (since its introduction concessionary usage has soared by 50-70%), Instow 
  School Update, Community Engagement (visits by DCC Cabinet etc to Towns in 
  Devon as part of council’s ambitious 5 year improvement plan), and Ransom 
  Strip (see item 2605/10 (a)). (Noted)  
  b) Charter Toilets – Quay Car Park: - In answer to a question from Cllr White, 
  Cllr Cann said he had been chasing the Chief Executive and Leader of NDDC for 
  an answer to this long standing issue and it was still awaited. Cllrs 
  Cook/Harper asked how long it would take to start to build the toilets once 
  this issue had been resolved; Cllr Cann said building would start “quite 
  quickly” and it was hoped to have the toilets in situ by the “end of the 
  year”. (Noted)  
   
  2605/8 REPORT OF DISTRICT COUNCILLOR Mrs L BROWN 
  In the absence of Cllr Mrs L Brown the Clerk read out a report from her 
  setting out information of relevance to North Devon Delegation to Quest 
  Cornouaille (May 2006) (a co-operative venture to understand and enhance 
  coastal areas), Fire Hazard (fire at Goddard’s Recycling Yard, Old 
  Bideford/Barnstaple Road, on 12th May – smoke hazard to Instow etc) and Ransom 
  Strip (see item 2605/10 (a)). (Noted) 
   
  2605/9 MINUTES 
  It was RESOLVED that the April 2006 minutes of Instow Parish Council be 
  approved and signed. (Noted) 
   
  2605/10 MATTERS ARISING FROM THE MINUTES 
  a) Item 2604/8 (a) – Sandhills Ransom Strip: - (i) Cllr Cann provided an 
  update to IPC having recently liaised with Brian Holme (BH) (NDDC); he said BH 
  was “making progress” and that DCC would perhaps help, if required, with 
  funding of the consultation. (Noted)  
  (ii) The Clerk referred to an email (dd 17.5.06) from BH together with two 
  documents namely, “Key areas of comparison with the 1999 Appraisal and the 
  School Consultation in 2001” and “Instow Parish Consultation”; the email and 
  relevant papers were copied to Cllrs at the meeting for discussion. Cllr 
  Harper said the Village Appraisal was in 1998 (not 1999) and the School 
  Consultation was in 1999 (not 2001). (Noted)  
  (iii) The Clerk suggested that the Ransom Strip Steering Group (Cllrs Johns, 
  White, Scott and Harper together with Cllrs Cann and Mrs L Brown) was 
  reconvened to prepare a draft questionnaire for subsequent approval by IPC and 
  circulation amongst Instow parishioners. Cllr Cann said he was prepared to 
  work together with the Clerk to put together a draft questionnaire. After 
  discussion IPC RESOLVED to support this offer. (Action: Cllr Cann and The 
  Clerk) 
  (iv) Cllr Harper asked that he be removed from the Steering Group and be 
  replaced by Cllr Ms Mayoh whom he had replaced during her recent period of 
  absence. IPC RESOLVED to support this. (Noted)  
  b) Item 2604/8 (b) – Instow Beach/Water Quality: - Cllr Harper updated IPC on 
  his research of local records (Engineers Department – NDDC) as appertaining to 
  the relevant outlet pipe on the beach between the Oil Jetty and the rear of 
  the old Power Station – (email of 29.4.06 refers). After discussion IPC 
  RESOLVED to take no further action. (Noted)  
  c) Item 2604/8 (c) - Cob House/Picnic Area Tarka Trail: - The Clerk told IPC 
  that Wings still intended to carry out other work on site in conjunction with 
  NDCCS i.e. Signage, extend pond and generally clean it up with a possible 
  opening ceremony taking place in July - IPC to be advised. (Noted)  
  d) Item 2604/9 (i) (a) - Instow, Westleigh and West Yelland Village Show 2006: 
  -(i)  
  The Clerk updated IPC on progress as regards assurances from the Community on 
  Show Committee that insurance cover was in place for all activities on Instow 
  sands as leased by it from the Crown Commissioners. He said it appeared that 
  all activities being insured by the Instow Parish Hall insurance extension 
  were not on IPC’s beach and that “other” exhibitors were self insured. (Email 
  of 15.5.06 refers).(Noted)  
  (ii) After discussion IPC RESOLVED to delegate Cllr Crombie to liaise directly 
  with the show committee with the intention of being personally reassured that 
  all activities on IPC’s beach were adequately/suitably insured. (Action: Cllr 
  Crombie)  
  e) Item 2604/9 (i) (b) (iii) – Clean Neighbourhood and Environment Act (CNEA) 
  2006 – Control of Dogs: - The Clerk advised IPC of his liaison with NDDC 
  Environmental Health Department. He said NDDC’s legal team was considering all 
  of the CNEA’s varied and complex implications across the NDDC area and were 
  advising IPC, as a word of caution, that some of the dog control orders may 
  actually require yet more subsidiary legislation. The Clerk added that NDDC’s 
  legal team were aware of IPC’s particular interest (i.e. current beach dog 
  by-laws inoperative/unenforceable?) and would report back as soon as they were 
  able. Cllr Cann said he had taken a personal interest in this and would 
  similarly monitor the action being taken by NDDC. (Action: Cllr Cann) 
  f) Item 2604/9 (i) (e) – Instow Parish Council’s Annual Report 2005/6: - IPC 
  RESOLVED to approve the Draft Annual Report (copy provided to each Cllr at the 
  meeting by the Clerk). It was further RESOLVED that a similar circulation 
  would take place as for 2004/5 i.e. website etc. (Action: The Clerk)  
  g) Item 2604/9 (i) (g) - Instow Street Lighting/Global Warming: - (i) The 
  Clerk told IPC of his liaison with DCC’s Climate Change Officer (email of 
  25.4.06 refers) and confirmed that the parishioner who had raised this issue 
  in the first instance had been kept in the picture. IPC RESOLVED to take no 
  further action on the basis there were, for example, health and 
  safety/financial/fear of crime issues that it needed to consider/had no 
  control over. (Noted)  
  (ii) Cllr Cann said there was a “groundswell” of opinion leaning towards 
  taking more positive action in this regard at DCC level and complimented the 
  parishioner and IPC for raising it. (Noted)  
  h) Item 2604/12 (a) – “Illegal” Signage/The Bar: - The Clerk advised IPC of 
  his enquiries with Cllr Cann and NDDC Planning Department (email of 28.4.06 
  from NDDC Planning refers). Cllr Cann said he had liaised with DCC Local 
  Services/NDCCS as regards the signs on the Tarka Trail; the Clerk said he had 
  been in touch with NDDC Planning as regards the signs near the Quay. Cllr Cann 
  said he would be monitoring progress and would report back. (Noted)  
   
  2605/11 CORRESPONDENCE  
  (i) Matters for discussion/resolution or noting: - 
  a) Letter (dd 12.4.06) from ODPM reference “Local Authority By-Laws in 
  England: A Discussion Paper”: - IPC RESOLVED to circulate this document 
  amongst Cllrs and bring it back to the June meeting for a discussion if 
  relevant and felt to be appropriate. The Clerk provided each Cllr with a copy 
  of the letter with their meeting papers. (Noted)  
  b) IPC Appointment Review 2006: - Cllrs were provided with a copy of the most 
  recent IPC Appointments List (June 2005). After a discussion IPC RESOLVED to 
  update it. (Action: The Clerk)  
  c) Letter (dd 16.5.06) from parishioner reference “Instow (Instow Quay – 
  Signal Box stretch particularly) - Traffic Congestion/Speed/Danger to 
  pedestrians etc”: - The Clerk read the letter in full to Council following 
  which IPC discussed the implications. IPC RESOLVED to liaise with Cllr Cann (DCC) 
  to see if he and his DCC Local Services colleagues might have any proactive or 
  tangible “traffic calming” solutions to this issue. (Action: The Clerk/Cllr 
  Cann)  
  d) Email (dd 14.5.06) from Chairman of TTEF reference “Mooring in the 
  Fairway/Instow Marine”: - The Clerk said this letter invited the Chairman of 
  IPC to a meeting at the home of the Chairman of TTEF at 10.30 am on Tuesday 
  13th June. The Clerk explained the background and reason for meeting. After 
  discussion IPC RESOLVED to support this request and Cllr Johns said he would 
  do all he could to be there and represent IPC. (Action: Cllr Johns)  
  e) Email (dd 18.5.06) from NDDC Environmental Health/Environment Agency 
  reference “Bathing Water Quality – Instow”: - The Clerk said this letter 
  stated that the water quality tests, completed on 3rd and 7th May, had been 
  examined and that each sample has been classified as “Excellent”. IPC 
  expressed much satisfaction at these positive results and hoped they would 
  continue along the same vein throughout the coming summer season. (Noted)

  5. MISCELLANEOUS: -  
  (a) Tractor: - (i) Murch Bros – The Clerk told IPC that he had written to 
  Murch Bros complaining of their examination of tractor H94 TYC (sent 21.4.06) 
  but that to date no reply had been received. IPC RESOLVED to write again so as 
  to facilitate a response. (Action: The Clerk) 
  (ii) Tractor H94 TYC: - The Clerk confirmed that this tractor, and 
  registration certificate, had been returned to Mr Neil Bragg (19.4.06) and 
  that DVLA had been notified of change of ownership. (Noted)  
  (iii) (a) Replacement tractor J4590TT: –– The Clerk said this tractor (cost 
  £7,000 plus Vat (recoverable)) was received by the beach cleaner for a 10 day 
  approval period approx 1st May. (Noted)  
  (b) Approval of purchase of tractor J4590TT – The Clerk told IPC that Peter 
  Cook (Beach Cleaner) was more than satisfied with this tractor and the 
  Chairman, Vice Chairman and Clerk recommend approval of purchase. After 
  discussion it was unanimously RESOLVED to purchase the tractor on the 
  understanding it came with a 3 month warranty (to include parts and labour). 
  (Action: The Clerk)  
  (c) Cover note for J459OTT: - The Clerk said this had been arranged with the 
  Allianz Cornhill (requested 28.4.06 – cover note received 29.4.06) and that 
  the full policy papers had been received on 14.5.06. The Clerk said the 
  current tractor policy was third party fire and theft and recommended that it 
  should now be fully comprehensive. Cllr Crombie spoke in favour of this 
  recommendation. After a discussion IPC RESOLVED to have the policy altered to 
  fully comprehensive and the Clerk was asked to liaise with the AC. (Action: 
  The Clerk)  
  (iv) Purchase and storage tank for bulk diesel for tractor: – The Clerk 
  provided IPC with an update i.e. the smallest double skinned tank available at 
  the moment was a 1000 litre tank costing £500 plus Vat; alternatively a 
  brick/block casing could be constricted for the current single skinned tank, 
  the landowner being content for such a construction to take place. After a 
  discussion it was RESOLVED to continue to look for a smaller/cheaper double 
  skinned tank and also ask the parish handyperson for an estimate to build a 
  casing for the current tank. (Action: The Clerk)  
  *** Cllr Cook declared an interest on all issues relating to item 5 (a) above, 
  left the room and did not speak*** 
  (b) Reclaiming of Vat 2005/6: - The Clerk reported that IPC’s claim for 
  £1264.76 had been met in full by HM Revenue and Customs; BACS Remittance 
  Advice note received 26.4.06. (see Income above) (Noted)  
  (c) Letter (undated – received 31st March 2006) from Audit Commission (AC) 
  together with Annual Return for the Year ended 31st March 2006 and associated 
  papers: - The Clerk confirmed he had met up with Mr G Day (IPC’s IA) and that 
  he had completed the audit adding that the following action was now necessary:

  (i) Annual Return 2005/6 (General): – The Clerk said Mr Day had confirmed that 
  nothing had arisen in the course of his examination of the parish records 
  which he considered should be brought to the attention of Council. (Noted)  
  (ii) Audited Receipts and Payments Account 2005/6: - The Clerk told Cllrs that 
  Mr G Day had advised IPC to ratify the original Draft Receipts and Payments 
  Account 2005/6 (as prepared by the Clerk and circulated at the Annual Parish 
  Meeting in April 2006) but to do so in a slightly amended format that did not 
  affect the overall expenditure/income and cash carried forward figures. The 
  Clerk circulated a copy to Cllrs and explained the minor amendments. After a 
  discussion IPC RESOLVED to adopt the accounts as amended. (Noted)  
  (iii) Adoption of Annual Return 2005/6: - (a) The Clerk said Mr G Day 
  confirmed he had completed all the relevant sections and advised Councillors 
  that, if they saw fit, should adopt the Return at this meeting (May 2006) with 
  the details (in green spaces) at the foot of page 2 being completed and signed 
  by the Chairperson/Clerk (Responsible Financial Officer) and similarly at the 
  foot of page 3 (Chair and Clerk). The Clerk added, however, that before 
  signing at the foot of page 3 that Mr G Day advised that Council should 
  carefully consider the answers he had provisionally entered to the 8 questions 
  posed on that page. A discussion then ensued with the Clerk running through 
  the document in detail at the conclusion of which IPC unanimously RESOLVED to 
  adopt the annual return and complete the form as advised; the Chairman and 
  Clerk signed in the appropriate places. (Noted) (b) The Clerk said that now 
  the form had been completed/signed as necessary, he would return the paperwork 
  to Mr G Day for submission, by him, to the District Auditor. (Action: The 
  Clerk)  
  (iv) Reserves – The Clerk said that Mr G Day had also stated that, as for the 
  year 2004/5, IPC was left with cash at the bank at the year-end of more than 
  twice the annual precept and that he would again have to explain to the 
  District Auditor why this had occurred and whether the Council had earmarked 
  part of the surplus cash for specific purposes. The Clerk said Mr Day would be 
  advising the Auditor that Council had purchased a tractor which had reduced 
  its reserves considerably. The Clerk added, however, that Mr G Day would like 
  to know if any further capital costs were anticipated. After discussion it was 
  RESOLVED to confirm to Mr G Day that IPC was most certainly considering a 
  contribution to the New Instow School and its facilities in due course. The 
  Clerk said he would advise Mr Day.(Action: The Clerk) 
  (v) District Auditor/Public Notices – (i) The Clerk said Mr Day would be 
  copying him in on his letter to the District Auditor at which time the 
  sequence/format of public notices would be discussed and actioned as 
  necessary. (Action: The Clerk) 
  (d) Renewal of Allianz Cornhill (AC) Public Liability Insurance 2006/7: - 
  Cllrs Crombie and Scott gave a report on their thoughts regarding renewal. 
  After discussion it was RESOLVED to renew as set out by the AC but to ensure 
  that beach “cover” was included as it was not specifically referred to in the 
  paperwork. It was further RESOLVED to continue to include cover for the 
  Clerk’s Computer/printer (albeit covered on his own household insurance) 
  bearing in mind council had an interest in the hard drive/data contained 
  thereon. (Action: The Clerk) (e) Letter (dd 26.4.06) from NDDC reference “DAPC 
  Subscription 2006/2007”: - The Clerk said this confirmed that £136 had been 
  deducted from IPC’s first precept payment (from NDDC - made April 2006) and 
  this in turn had been paid direct to DAPC. (Noted)  
  (f) NDDC Beach Grant 2006/7: - (i) The Clerk advised receipt of a letter and 
  enclosures (dd 28.4.06) from NDDC confirming that IPC had been awarded 
  £1,800.00 beach grant and requesting that a “Funding Agreement” (FA) be 
  completed and returned within 2 months. The Clerk confirmed that a signed FA 
  was returned to NDDC on 2.5.06. (Noted)  
  (ii) The Clerk suggested that this grant was requested at the end of September 
  2006 when the bulk of the beach cleaning activity would have been completed 
  and the necessary evidence of expenditure could be provided to NDDC. IPC 
  RESOLVED to adopt this recommendation. (Action: The Clerk)  
  (g) Bottle Bank Licence – NDDC 2006: - After discussion IPC RESOLVED to leave 
  this licence “open and operative” despite the fact the bottle bank had 
  recently been destroyed by fire and there was no apparent intention to replace 
  it. (Noted)  
  (h) Letter (dd April/May 2006) from HM Revenue and Customs reference “Budget 
  Pack 2006” together with HM Revenue and Customs Employers Bulletin (April 06 – 
  Issue 23): - The Clerk said this had been filed by him for future reference. 
  (Noted)  
  (i) Letter (dd 2.5.06) from DCC P3 reference “Parish Paths Partnership Scheme 
  2006”: - (i) The Clerk said this advised IPC that arrangements had been made 
  for a BACS payment to be sent to IPC in the sum of £335. (Noted) 
  (ii) The Clerk further advised IPC that as IPC had already received this grant 
  (March 2006) he had emailed DCC P3 and advised it of this fact – it had 
  responded to the effect that the letter had been sent with the knowledge the 
  monies had already been paid but it had to be forwarded to satisfy a paper 
  trail; the system was to change in 2007! (Noted)  
  (j) Email (dd 11.5.06) from Inland Revenue reference “Lump Sum on Retirement” 
  - See Items 2604/10 (5) ( m)): - The Clerk advised IPC that its scheme had to 
  be “approved” by HM Revenue and Customs Pension Scheme Office and be done so 
  before 30th June 2006. IPC RESOLVED to have the Clerk register the scheme as 
  set out. (Action: The Clerk)  
  (k) Letter (dd 12.5.06) from Victim Support Devon reference “Grant Request”: - 
  The Clerk appraised IPC of the content of the letter. IPC RESOLVED to take no 
  further action. (Noted)  
   
  2605/13 PLANNING 
  a) Erection of a Dwelling at Land at Lane End Close, Instow (Reference No 
  39545): - Cllr Mrs L Brown had nothing further to report on the progress of 
  this application – see items 2602/11 (f) and 2603/11 (a). (Noted)  
  b) Extension to Dwelling at Sea Breeze, 3 Kiln Close Lane, Instow (Reference 
  No 42076): - (i) The Clerk said this had been received by him (22.4.06) and 
  passed immediately to the Vice Chairman for the attention of IPC’s PSC; for 
  response by 11th May 2006 or an extension to be applied for. (Noted)  
  (ii) The Clerk confirmed it had been placed on the Instow Website for the 
  information of parishioners. (Noted)  
  (iii) The Clerk reported that IPC’s PSC had recommended approval of this 
  application but had concerns about privacy of adjoining properties and 
  possible loss of light. He said he had notified NDDC’s Planning Dept on 
  2.5.06. (Noted)  
  (iv) IPC RESOLVED to ratify this decision. (Noted)

  c) County Matter Planning Application: North Devon District; Retrospective 
  application for the existing lighting scheme at Holmacott Landfill Site and 
  Transfer Station, Holmacott, Instow (Reference No ACB:02/42116/2006): - (i) 
  The Clerk said this had been received by him (28.4.06) and passed immediately 
  to the Vice Chairman for the attention of IPC’s PSC; for official response by 
  15th May 2006 although he added an extension has been applied for until 19th 
  May. (Noted)  
  (ii) The Clerk confirmed it had been placed on Instow Website for the 
  information of parishioners. (Noted)  
  (iii) The Clerk said he had received an email (dd 2.5.06) and letter (4.5.06) 
  from an interested party referring to this application. He said it had been 
  acknowledged and the person advised to forward a similar letter to DCC direct; 
  the letter had been copied to IPC’s PSC for its attention. (Noted)  
  (iv) The Clerk reported receipt of two further copy letters (by email – dd 4th 
  May and 11th May) to DCC from interested parties; he read them to Cllrs. 
  (Noted)  
  (v) After debate IPC RESOLVED to recommend approval of this application but to 
  recommend that said security lights be triggered by movement sensors (so as 
  not to be lit continuously during the hours of darkness and be so 
  intrusive/cause unnecessary light pollution) and to provide some form of 
  screening of the site, by trees for example. IPC was of a belief this was a 
  previous planning condition that had yet to be complied with. (Action: Then 
  Clerk)  
  d) Instow Women’s Institute – Planning Application for Notice board: - (i) The 
  Clerk reported receipt of a letter (dd 28.4.06) from the Secretary of Instow 
  WI requesting that IPC act as an applicant for a planning consent to erect a 
  notice board, for WI matters, to the end wall of the garage block at Marine 
  Court Car Park, in order to reduce the application fee by 50% (Cost £75). He 
  added that this process was suggested to the WI by NDDC Planning. (Noted)  
  (ii) The Clerk said the letter had been acknowledged by telephone (2.5.06), 
  the writer having been advised that the matter would be discussed by IPC on 
  18.5.06. (Noted)  
  (iii) IPC discussed the issue and unanimously RESOLVED to agree to the request 
  as set out. (Action: The Clerk)  
  e) Demolition of existing and erection of new conservatory at Flat 3, Instow 
  House, Marine Parade, Instow (Reference No 42085): - i) The Clerk said this 
  had been received by him (14.5.06) and passed immediately to Vice Chairman for 
  the attention of IPC’s PSC; for official response by 25th May 2006. (Noted) 
  (ii) The Clerk confirmed it had been placed on the Instow Website for the 
  information of parishioners. (Noted)  
  (iii) After discussion, lead by IPC’s PSC, IPC RESOLVED to recommend approval 
  of the application. (Action: The Clerk)  
  f) Erection of double garage at Coastline, Millards Hill Instow (Reference No 
  42164): - i) The Clerk said this had been received by him (14.5.06) and passed 
  immediately to Vice Chairman for the attention of IPC’s PSC; for official 
  response by 29th May 2006. (Noted) (ii) The Clerk confirmed it had been placed 
  on the Instow Website for the information of parishioners. (Noted)  
  (iii) After discussion, lead by IPC’s PSC, IPC RESOLVED to recommend approval 
  of the application. (Action: The Clerk) g) Letter (dd 8.5.06) from Barnstaple 
  Town Council reference “Planning School – 17th June 2006/The Castle Centre”: - 
  The Clerk said this letter invited IPC Cllrs/Clerk to attend at a cost of £10 
  per person. He said the deadline for attendance was 30th June. (Noted) h) 
  Letter (dd 8.5.06) from Torridge District Council reference “TDC Core Strategy 
  – Regulation 25 Consultation”: - The Clerk said this letter stated that TDC 
  had embarked on the process of replacing its Local Plan with a Local 
  Development Framework, the core strategy being a key document within the new 
  framework which would outline the council’s approach to development during the 
  next plan period. As an adjoining parish, IPC was invited to comment on a list 
  of issues which had been derived from previous consultation responses. The 
  Clerk provided each Cllr with a copy of the letter to enable discussion. He 
  said any response(s) had to be at TDC by the 30th June 2006. IPC RESOLVED to 
  consider the letter and bring it back to the June meeting. (Noted)  
  i) Letter (received 15.5.06) from NDDC Planning reference “Increasing size of 
  two windows at Flat 8, Estuary View, West Yelland (Reference No 41859): - The 
  Clerk said this letter stated that NDDC Planning had GRANTED permission for 
  this application with conditions as listed. (Noted)  
  j) Email (dd 9.5.06) from Cllr Harper reference “Instow Plan – NDDC Local 
  Plan”: - The Clerk said this provided a website address where the plan could 
  be found i.e. www.northdecon.gov.uk/chap14.pdf. He provided a copy to all 
  Cllrs with their meeting papers. (Noted)  
  k) IPC – Planning Code of Conduct: - The Chairman reminded Cllrs of IPC’s 
  agreed “Planning Code of Conduct” which set out the manner in which IPC’s 
  Planning Officers should operate. Cllrs were provided with a copy at the 
  meeting by the Clerk. He stressed the point that neighbouring properties 
  should be visited and their views noted. (Noted)  
   
  2605/14 ANY MATTER RAISED AT THE DISCRETION OF THE CHAIRMAN 
  a) Rectory Lane/Close – Weeds: - Cllr White suggested that DCC Local Services 
  be asked to deal with this annual issue. IPC RESOLVED to have the Clerk liaise 
  with DCC Local Services asap. (Action: The Clerk)  
  b) Instow School – Gorse Hill Road/Potholes: - Cllr May reported a number of 
  potholes on the road and beyond. IPC RESOLVED to have the Clerk liaise with 
  DCC Local Services asap. (Action: The Clerk)  
  c) Sand Dunes – Flagpole: - Cllr Cook expressed concern at the possible danger 
  this flagpole presented the public as it appeared to be leaning at an acute 
  angle. The Clerk pointed out that DCE had already been advised of this concern 
  (see 2510/12 (b). IPC RESOLVED to tell DCE again. (Action: The Clerk) 
  d) Sand Dunes – Chestnut Fencing: - Cllr May expressed concern at the possible 
  danger this “damaged” fencing presented the public. The Clerk pointed out that 
  the NDCCS had already been advised of this concern (see 2602/8 (h) and 2601/12 
  (c)). IPC RESOLVED to tell NDCCS again. (Action: The Clerk)
