MINUTES OF THE  OCTOBER 2010 MEETING OF INSTOW PARISH COUNCIL


HELD AT INSTOW PARISH HALL ON
THURSDAY 21st OCTOBER 2010 AT 7.45 PM

The meeting was preceded at 7 pm by a talk by Jonathon Ponting (Environment Agency) on the European Bathing Water Regulations (current and future) and the “negative” effect such regulations are and will continue to have on Instow’s bathing water beach status.
He explained the impact that new regulations in 2012 and 2015 would have on Instow’s bathing water quality status and of the manner, by which Instow could, if it saw fit, seek de-designation. He said that using historical data it was most unlikely, in his opinion, that Instow’s bathing water quality would be classified as anything other than “poor” once the 2015 regulations commenced and that if this status continued for 5 years thereafter Instow would be de-designated in any event.
He gave an assurance that whatever happened the Environment Agency would continue to monitor water quality in the area and continue to proactively work with landowners to minimise the pollution of the Taw and Torridge by ruminant run-off at times of heavy rainfall.
The Chairman and Clerk thanked Mr Ponting for attending and giving such a lucid and interesting talk.
Jonathon Ponting provided an information sheet on his presentation that is attached to the minutes.

2010/3 COUNCILLOR DECLARATION OF INTEREST

2010/4 POLICE REPORT
In the absence of PC Hodgson the Clerk provided the following information from a report that had been provided by PC Hodgson: -
a) Crime: -
The Clerk said that only one crime had been reported in the parish since the last meeting, namely, the theft of a boat from the beach. (Noted)
b) Other Matters: -
The Clerk said that in the same period seven other incidents had been reported in the parish, namely, x 2 “road related”, x 1 “crime related” and x 4 “information to police”. (Noted)
c) Public Safety (Halloween/Trick or Treat) Initiative: -
The Clerk said PC Hodgson had provided a number of fliers and posters associated with this “anti-social behaviour” initiative that he had left with Council to circulate as seen fit. It was RESOLVED that copies of each would be displayed/left at the post office for the information of parishioners. (Noted)
d) Neighbourhood Policing Newsletter (October 2010): -
The Clerk said a number of these had been left by PC Hodgson for suitable circulation; copies were provided to Cllrs and members of the public present – one to be left at the post office for parishioners. (Noted)

2010/5 PARISHIONERS
a) Village Gateway Project: -
(i) A parishioner commented that he felt that their “rustic simplicity” won the day although he believed the eastern gate was in the wrong position/caused a traffic blind spot, some inappropriate plants had been used and that the cost of the project was in question. (Noted)
(ii) The Clerk, in response, said that both gateways were, in effect, part of a traffic management speed reduction initiative and this is why they were positioned by the 30 mph speed limit signs and at specified locations authorised by DCC Highways by way of a licence following a lengthy health and safety audit process. He added that the plants used were specifically chosen for their slow growing abilities and that if necessary they could be trimmed on a needs basis. The Clerk finalised by saying the total cost of the project to date was just over £1,000 and that this was approximately 2/3rds of the “agreed” DCC grant. (Noted)
(iii) Cllr Cann (DCC) said he felt the Clerk should be congratulated for personally managing the project and making substantial savings; IPC RESOLVED to be associated with these comments. (Noted)
b) Hedges, Shrubs and Trees: -
(i) A parishioner said he felt the “enthusiasm” for hedge cutting was not in keeping with the philosophy of providing more trees, shrubs and hedges to enhance the countryside. He cited, as an example, what he described as the “virtual destruction” of the hedgerow adjacent to the footpath from Venn Cross to the Tarka Trail adjacent to Estuary View. He suggested that to compensate for this the reinstatement of the fence and hedgerow along the 30’ highway (in Flucklands Field) should be done by those (still present) who removed it in the 1960’s. (ii) The Clerk advised IPC that as far as he knew the hedge being referred to was a privately owned hedge albeit that the footpath adjacent was managed by DCC as part of its P3 agreement with IPC. He added that the field (Flucklands) in question was privately owned and that IPC had no jurisdiction over it; he referred briefly to the legal advice gleaned recently on the 30’ highway. (Noted)
(c)) Tree Removal at Yelland Power Station – Tarka Trail: -
A parishioner referred to a current planning application for the removal of trees at this location; he elaborated on his concerns and fears. (Noted)
(d) Appledore & Instow Ferry: -
(i) A parishioner, who was a member of the joint Appledore/Instow Ferry Committee, advised IPC that the constitution and objectives of the group was to introduce the service as a community based non-profit generating scheme with the fare being kept as low as possible. In addition to the revenue from fares, potential income from sponsorship and grants was being actively explored and the project would be the subject of a major fund grant application in the next month or so. If this grant was not forthcoming the operation of the service would be put out to tender to establish total operating costs. It was said that a Newsletter had been published to advise parishioners of progress and that others would follow. (Noted)
(ii) Cllr Cann (DCC) said he was delighted to hear of such positive progress. (Noted)
(e) Door-to-Door Charitable Collections: -
Two parishioners said they had recently placed out clothing for collection following a plastic bag having been delivered thought their letter box only not to have it collected. It was suggested by the Clerk that it might be as well not to “respond” to such requests as often a fair proportion of the proceeds for such collections never reached the nominated charity as a result of their “financial” relationship with a “business” that did the collections and issues akin for them. (f) The Decks/Instow Arms – Alterations/Planning: -
(i) A parishioner spoke of his disquiet that it seemed as though the current alterations at these premises, to convert the building into a pub, was proceeding without planning permission and that if allowed to continue would create a great deal of public nuisance both to immediate neighbours and the village as a whole. (Noted)
(ii) Cllr Cann (DCC/NDC) said that NDC Planning was aware of this matter and that planning permission was necessary albeit that the proprietor could proceed “at his own risk” with a retrospective planning application being made later. Cllr Cann said as far as he was aware these premises could continue as licensed premises but only on the basis of adhering to current hours and conditions. (Noted)
(iii) Cllr Moores (NDC) said he agreed with Cllr Cann’s version but added that he was aware that NDC Planning had contacted the proprietor’s agent and that a planning application, already submitted, had been returned as invalid; it would, he said, once processed, be forwarded to IPC for comments and a recommendation. (Noted)
(iv) Cllr Cann suggested that if noise was a nuisance then the parishioner had redress thought NDC’s Environmental Health Dept. (Noted)

2010/6 REPORT COUNTY COUNCILLOR R CANN
(a) General: -
Cllr Cann spoke of “Devon Children in Care” (overspend projected of £1m despite cut-backs, average cost of a child in care 2010/11 = £51,000 etc), “Consultation on School Transport”, and “Poor Condition of Instow Quay” (NDC aware and reviewing; could be a problem for the ferry project). (Noted)
(b) Instow – Traffic Management Issues” : -
(i) Cllr Cann spoke of a meeting he had held recently with an Officer of DCC Highways where parking issues and possible solutions, such as the provision of on street parking for residents and the visitor trade of Instow, was discussed. He suggested that to progress this matter it might be as well if IPC formed a Traffic Management Sub Committee (TMSC) that could meet with him and DCC Highways in the very near future. (Noted)
(ii) After a discussion IPC RESOLVED to form a TMSC consisting of the Chairman and Vice Chairman together with Cllrs Harper and Thomas. The Clerk was asked to liaise with those members of the TMSC and Cllr Cann/Officer of DCC Highways and arrange a suitable time/date/venue to meet. (The Clerk)

2010/7 REPORT OF DISTRICT COUNCILLOR B MOORES
a) Civic Centre – Staff Parking: -
Cllr Moores said, in response to a question by the Chairman at the last meeting of IPC (see item 2009/7 (c), he had made enquiries of NDC’s Chief Executive and that although currently no members of Staff or Cllrs paid for their parking, because this was part and parcel of their conditions of service, a scheme was currently being worked upon that would necessitate all Staff/Cllrs paying in due course. (Noted)
b) General: -
Cllr Moores spoke of “Toilets – Quay Car Park” (agenda item later), “Management of Quay Car Park” (agenda item later), “Ransom Strip Projects (Children’s Play Area)” (agenda item later), “The Sands” (agenda item later), “The Decks Restaurant” (investigations are being undertaken with planning and licensing), “The Methodist Chapel, Instow” (NDC Planning has investigated any possible conservation issues, they found no contravention; there are some points of clarification which might constitute a change of use), “Changes to Small Business Rate Relief” (from 1st October small businesses with a rateable value of less than £6,000 per year could get their bills reduced by 100%; meanwhile properties between £6,001 and £12,000 could also see a reduction in their rates), “Extension to Housing Scheme” (successful project at Granary Court, Barnstaple {up to 20 properties} has prompted NDC to provide funding to extend the affordable housing scheme) and “Working Together To Keep Residents Warm this Winter” (NDC has worked closely with ndh to identify suitable properties and give guidance on energy switching grants). (Noted)

2010/8 MINUTES
It was RESOLVED that the September 2010 minutes of Instow Parish Council be approved and signed. (Noted)

2010/9 MATTERS ARISING FROM THE MINUTES
a) Item 2009/9 (a) – Management of Quay Car Park: -
(i) The Clerk confirmed that together with the Chairman and Cllrs Harper and Mrs Dipper he had met with Officers of NDC at the Car Park on Monday 20th September where resurfacing options and a new car park machine was discussed. (Noted)
(ii) The Clerk provided an update of progress since the meeting i.e. an underground drainage collapse (that had been identified at the site meeting) could be the cause of sunken parts of the car park particularly near to the garages; it was being investigated by use of CCTV with full results still awaited - email from NDC (Property Services) dd 19.10.10 refers. (Noted)
(iii) The Clerk then referred to an email (dd 20.10.10) and attachment from NDC (Property Services) reference estimated costs to refurbish the car park namely, £43,663 although NDC had stressed that this figure was approximate and based on previous jobs and would vary when said job was sent for tender. The Clerk said he had noted that this estimate did not include the price for a new car park machine. Cllrs were provided with a copy of the estimate. (Noted)
(iv) After a discussion IPC RESOLVED to arrange a further meeting with NDC to discuss future strategy. (Action: The Clerk)
(v) The Clerk then referred to a letter (dd 4.10.10) from a parishioner reference “Quay Car Park – Increasing Erosion of Off-Season Car Parking Facilities”; the Clerk elaborated on the content and confirmed he had spoken to the writer and in the first instant advised him to liaise with NDC, the current owners. He did add, however, that much of the content of the letter may well be of interest to IPC if and when it took over the freehold of the car park from NDC. (Noted)
b) Item 2009/9 (b) – Sand on Highway/Near Boathouse Bus Stop: -
(i) The Clerk reported he had liaised with Atturm (12.10.10) on site and arranged for the sand to be removed from the wall in the vicinity of the Boathouse Bus Shelter at a time/date suitable to them. Cllrs reported that work had already commenced. (Noted)
(ii) The Clerk said that Andy Bell (NDCCS) was involved in this process and present at the time of the meeting. He had verified ,at that meeting, that DCE were in agreement with this activity. (Noted)
(iii) The Clerk reported he had previously met on site (Friday 8th October) with Cllrs Cann (DCC) and Moores (NDC) together with Andy Bell (NDCCS) to discuss options as regards keeping the sand back from the wall once removed as at (i) above. Andy Bell had referred to his recent research paper on the historical movement of the dunes and of the options he had previously recommended to IPC that could be taken reminding those persons present that the dunes were part of a SSSI and removal of them was not an option. (Noted)
(iv) The Clerk advised IPC it had been agreed at the above meeting (see iii above) that Andy Bell’s research and options paper should be widely circulated throughout the parish and amongst interested local organisations (i.e. TTEF, AONB etc) and that a copy should be placed on the Instow website for the information of parishioners and interested parties with responses being asked for by the November meeting of IPC, namely, Thursday 18th November 2010. IPC RESOLVED to ratify this recommendation which had already been actioned by the Clerk and Andy Bell. (Noted)
(v) The Clerk confirmed he had also copied it on to IPC Cllrs (12.10.10) with email addresses and provided a resume of it with their agenda papers (14.10.10). (Noted)
(v) The Clerk also confirmed he had forwarded a copy to Rose Day (AONB) and a note to the Editor of the parish magazine for inclusion of this subject and with particular reference to the website. (Noted)
c) Item 2009/9 (c) - Village Gateway Initiative: -
(i) The Clerk reported that these gates were now in position and complete with all that was remaining to do was to liaise with DCC Highways as regards additional road markings (impression of narrowing of the road at the point of entering the 30 mph speed limit) and presumably being allocated a licence from DCC for this “street furniture”. There was also a Huish sign to be moved at the Westleigh end of the village that was slightly obscuring the gateway; DCC, he said, had been advised. (Noted)
(ii) The Clerk confirmed that an invoice (£1,073.02) had been provided to Cllr Cann (DCC - see finance later) covering the costs to date and seeking payment of the grant to cover it. (Noted)
(iii) The Clerk advised IPC that the majority of the work had been done by the handyman for which he should be thanked. IPC RESOLVED to support this suggestion. (Action: The Clerk)
(iv) The Clerk advised IPC he was working on obtaining a good picture of a DUKW so that SW Signs might prepare a transfer to replace the existing ones on the current Instow signs on Anstey Way; he said they should not be too expensive; IPC RESOLVED to support this recommendation. (Action: The Clerk)
d) Item 2009/9 (d) – Ransom Strip Projects: -
(i) The Clerk advised IPC that he had attended, with Cllr Mrs Dipper, a site meeting of the proposed children’s play area (Tarka Trail – Rear of Yacht Club) on Tuesday 12th October 2010; there were representatives present from NDC (Cllr Moores, Officers from Community and Park’s Dept), NDCCS and Cllr Cann (DCC). (Noted)
(ii) The Clerk advised IPC it had been agreed at the meeting that Brian Holme (NDC Community) would explore the planning requirements (and then liaise with the Clerk), the Clerk would liaise with the two companies who had already provided a quotation to establish if their quotes included clearing the site (if not to establish a price for doing so) and that Cllr Cann would facilitate a letter from DCC in which it “agreed” it was willing to issue IPC with a suitable lease to use the site for said purpose. (Noted)
(iii) The Clerk suggested that in the meantime perhaps an article should be written in the parish magazine as a means of consulting with parishioners on this project and maybe adjoining properties should be leafleted so as to seek their views; IPC RESOLVED to support this suggestion. (Action: The Clerk)
e) Item 2009/9 (f) – Revised Bathing Water Directives: -
(i) The Clerk referred to the earlier presentation by Jonathon Ponting (JP) and an email (dd 6.10.10) that had been received from Defra reference “De-designation of Bathing Waters”; he said it had been copied to Cllrs with their agenda papers (14.10.10) for their perusal. (Noted)
(ii) After a discussion IPC RESOLVED to consider the situation and all implications as outlined by Jonathon Ponting and Defra and to come back to the next meeting with a view to formulating a strategy, namely consultation, research etc. (Action: IPC)
(iii) It was further RESOLVED that the Clerk should enquire of JP as to whether IPC, as a beach controller, still had to put up signs during/after periods of heavy rainfall (subsequent to the 2012 regulations) and/or whether it could erect a permanent sign that advised the public not to bathe on Instow beach because (a) there is a hazard from strong currents at certain states of the tide and (b) following heavy rainstorms there is a risk of the water becoming contaminated by agricultural run-off. (Action: The Clerk)
f) Item 2009/9 (g) – Community on Show 16th July 2011: -
(i) The Clerk referred to two responses on this matter (insurance cover) from the Secretary of the COS Committee (17.9.10) and Treasurer of the Parish Hall Committee (22.9.10) and advised IPC he had forwarded both to Cllr Crombie for perusal and consideration. (Noted)
(ii) The Clerk then advised Council that Cllr Crombie felt that the COS Committee were doing all they could to ensure that all activities to be held on those parts of Instow beach, as leased by IPC from the CE, were either covered by the Parish Hall’s insurance or that the providers were, themselves, covered by their own insurance. (Noted)
(iii) After a discussion IPC RESOLVED to confirm the use of “its” beach to the COC Committee on the basis as set out at (ii) above; Clerk to advise Secretary of the COS Committee. (Action: The Clerk)
g) Item 2009/(h) – Empowering Communities Seminar: -
The Clerk confirmed he had attended this event with the Chairman; he provided a brief résumé of the event. (Noted)
h) Item 2009/9 (i) – New Charter Toilets/Quay Car Park: -
(i) The Clerk confirmed that together with the Chairman and Cllrs Harper and Mrs Dipper he had met with Officers of NDC at the Car Park on Monday 20th September where refurbishment of these toilets was discussed. (Noted)
(ii) The Clerk reported receipt of an email (dd 20.10.10) from NDC (Property Services) reference “Budget Estimate for Toilets”; the Clerk provided Cllrs with a copy. It was noted that the estimated cost was £9,530 although NDC had stressed that this figure was approximate and based on previous jobs and would vary when said job was sent for tender (Noted)
(iii) After a discussion IPC RESOLVED to advise NDC that it was disappointed at the apparent minuscule level of refurbishment planned bearing in mind that this project was to compensate IPC for the loss of an agreed Charter Toilet on the same site and with the knowledge that NDC had already set aside the sum of £60,000 for said refurbishment. The Clerk was asked to advise NDC of IPC’s disappointment and to arrange for further discussion on same at any forthcoming meeting with NDC as regards the Management of the Quay Car Park as at (a) above. (Noted)
(iv) Cllr Moores (NDC) then inferred that the cost of this project was seen as part of the ransom strip monies; this was immediately refuted by Cllr Cann and the Clerk who reminded Cllr Moores of the long standing saga of the charter toilets and which had no bearing whatsoever on the ransom strip monies. The Clerk also added that this point had been emphasised at the recent “Ransom Strip” meeting (13.9.10) at the Civic Centre and read the relevant paragraph from the minutes of that meeting, (Noted)
i) Item 2009/10 (i) (n) – Instow WI/Tree Planting: -
(i) The Clerk advised IPC that following liaison with IIB, the PCC and DCC it had been agreed that this tree could be planted on the Heron Grass Verge (Anstey Way) and that matters were in hand to do so in liaison with the Chairman of IIB, the Secretary of the Instow WI and the Clerk/Handyman. The Clerk said DCC would be adding this tree to the current licence of IIB for other “plantings” and “street furniture” within the village. (Noted)
(ii) IPC RESOLVED to confirm it was content with this arrangement. (Noted)
(iii) The Clerk then advised IPC that he had received a letter (21.10.10) from Instow Pre School stating they had been awarded some trees for planting as part of a national tree planting scheme and wanted to know whereabouts in the village this might take place. (Noted)
(iv) The Clerk further advised IPC that the writer was also concerned at an overgrown rose bush at one of the Venn Cross Bus Shelters and asked whether it might be trimmed. (Noted)
(v) After a discussion IPC RESOLVED to refer the writer to IIB who were also the “owners” of said rose bush; the Clerk was asked to advise the writer and Chairman of IIB. (Action: The Clerk)
j) Item 2009/10 (i) (o) – Venn Cross Bus Shelters: -
(i) The Clerk reported he had made contact (22.9.10) with the original builder of this shelter (Instow Town side of Anstey Way at Venn Cross) and he had agreed to provide a price for, in effect, “turning it around”. (Noted)
(ii) The Clerk reported he had received (21.10.10) a response from said builder who had said the job was really not that practical (very thick wall to cut though, new lintel, health and safety implications whilst work proceeding etc) and that it could well cost in the region of £1,000+. (Noted)
(iii) After a discussion IPC RESOLVED to take no further action on the grounds it could not justify the expense to act on a complaint of one parishioner and especially during a time of financial constraint; Clerk to advise parishioner. (Action: The Clerk)

2010/10 CORRESPONDENCE
(i) Matters for discussion/resolution or noting
a) Letter (dd 17.9.10) from NDC reference “Town and Parish Cllrs Visit to Brynsworthy Environment Centre – Friday 15th October 2010 between 2 pm and 4.30 pm”: -
(i) The Clerk said this letter was forwarded to Cllrs with email addresses; Cllr Cook was informed personally. (Noted)
(ii) The Clerk said he had subsequently told NDC (email dd 7.10.10) that Cllrs Harper, Crombie and Green together with the Clerk would be attending. (Noted)
(iii) Cllrs who attended, together with the Clerk, then provided a briefing to IPC as regards their visit; it was said that the facilities at the Centre were excellent and that there was obviously room for further expansion. Cllr Moores was asked to convey IPC’s gratitude to NDC for the invitation and hospitality shown.(Action: Cllr Moores)
b) Email (dd 2.10.10) from Simon Brown (IPC’s TTEF Representative) reference “TTEF Special Meeting – Taw and Torridge Estuary Plan”: -
(i) The Clerk said he had provided a copy of the email to Cllrs with their agenda papers (14.10.10). (Noted)
(ii) IPC RESOLVED to thank Simon Brown for his input and to advise him that IPC wished to be associated with all his comments on the TT Estuary Plan as set out in his email. (Action: The Clerk)
c) (i) Emails (dd 5.10.10 and 6.10.10)) from Andy Bell (NDCCS) and NDC reference “Severn Sands (SS) Media Notice”: -
(i) The Clerk said this stated that “attempts were to be made to tow the derelict SS from its current position on the banks of the River Taw near The Tarka Inn to Instow Jetty on Thursday 7th October 2010; the operation might take two tides to complete. Once the vessel arrives at the jetty she will be ballasted down and an anchor deployed to ensure she doesn’t migrate anywhere else. DRS Demolition of St Austell has been appointed as the contractor for the de-pollution and dismantling of the vessel. It is anticipated that the whole operation will take approx 8 weeks, weather and tidal conditions allowing”. (Noted)
(ii) The Clerk then reported receipt of another email (dd 8.10.10) from Andy Bell (NDCCS) reference “Severn Sands – Latest Update”; he said it stated that the SS was now situated at Yelland Jetty (site of the old power station) due to a last minute legal challenge from an adjacent land owner (to the Instow Jetty); it was to remain at this location where decontamination and dismantling work would be undertaken; he said the email had been copied to Cllrs with email addresses (8.10.10). (Noted)
(iii) The Clerk then reported receipt of a further email (dd 11.10.10) from the Environment Agency (Sean McKay) reference “Severn Sands – Latest Update”; he said it stated that he was the EA Officer for the area and he would be working closely with DRS, the contractors dismantling the vessel, to ensure that the operation was carried out, as much as possible, without an impact on the environment and within the legislation; any queries please contact him. (Noted)
d) Letter (dd 28.9.10) and attachments from DCC (Minerals and Waste Planning) reference “DCC: Minerals Core Strategy”: -
(i) The Clerk said this letter stated that DCC, as the Minerals Planning Authority for Devon, had a responsibility to prepare a Minerals Core Strategy that would provide the framework for mineral working and restoration in Devon over the next 20 years; the enclosed publication set out the principles for the draft strategy and for which DCC sought feedback (by the 5th December 2010). (ii) The Clerk provided a copy of the letter, publication and feedback form to Cllrs at the meeting; other copies were to be left at the parish hall and post office for the information and attention of parishioners. (Noted)
e) Email (dd 18.10.10) from DCC reference “Waste Core Strategy Bulletin”: -
(i) The Clerk said this stated that DCC had recently started work on the Waste Core Strategy and this bulletin was intended to keep IPC up to date with progress made, highlight the key issues which may arise and advise of upcoming consultations; the email and bulletin were copied to Cllrs at the meeting for their information. f) Email (dd 20.10.10) from DCC (Emergency Planning) reference “Emergency Telephone Directory – Parish Final Version”: -
(i) The Clerk said he had passed this to Cllr Harper so that IPC’s Self Help Emergency Plan could be updated on the website and on its hard copy; this he said had already been done by Cllr Harper (20.10.10). (Noted)
g) Email (dd 21.10.10) from DALC reference “NALC: Spending Review Summary”:-

(i) The Clerk referred to an email (dd 17.8.10) from the Leader of NDC (Cllr Brailey) stating he had been advised by Cllr Moores that IPC “had some concerns” over the beach grant. The Clerk said he had told NDC’s Leader that this was not the case but merely that no confirmation had been received subsequent to the alleged decision by NDC’s Executive in August (other than in the press) to grant it. (ii) The Clerk referred to a letter (dd 29.9.10) from NDC (Community and Leisure) reference “Beach Grant 2010”; he said it stated that this year’s beach grant (£1,800.00) was to be a “one-off” grant and funds should be with IPC shortly; the Clerk said payment was subsequently paid by BACS; see item 1 above. (d) IPC’s Finance Sub Committee Budget 2010/2011 Meeting: -
The Clerk reminded IPC that its FSC, namely, Cllrs White (Chairman), Crombie and Johns (Cllr Mrs Dipper’s subsequent apologies had been noted) were to meet at The Commodore Hotel on Wednesday 27th October 2010 (6.30 pm) so that the draft IPC budget 2011/2012 could be formulated for consideration of IPC at its November meeting; he said relevant papers for delegates would follow in due course. (e) IPC’s Tractor – Additional Maintenance: -
(i) The Clerk reported he has been advised by the beach cleaner that in addition to the normal annual service, IPC’s tractor would require some repair/paint to rust corrosion areas (wheels) this winter and that it was estimated the labour would cost £100 plus materials (paint etc). It had also been suggested, by the beach cleaner, that stick-on signs should be affixed to the tractor (both sides) indicating it belongs to IPC (Cost £35). (Noted)
(ii) After a discussion IPC RESOLVED to defer this matter to IPC Finance Sub Committee Meeting of 27th October. (Action: The Clerk)

One proposition is to provide 4 open market flats on the site and for the 2 affordables’ to be bought at Estuary View. As you will appreciate Estuary View is within Fremington Parish (just).I would be grateful for any comments you may wish to make regarding this possible arrangement in order that we can formulate our informal view in respect of this”.
