In Attendance: 11 parishioners/members of the public.

PRAYERS

Prior to the commencement of the meeting the Clerk led Council in Prayers; it was stressed
that to participate was purely optional. All persons present remained.

176 OPENING OF THE MEETING

The meeting was declared open by the Clerk.

177 APOLOGIES

Apologies were received from Councillor Vandersteen.

178 COUNCILLOR DECLARATION OF INTERESTS

There were no declarations of interest announced.

179 POLICE REPORT

In the absence of PCSO Meaker the Clerk read the following crime update:

Crime Report: -

For the period between 18th March 2015 and 15th April 2015 there had been no reported crime.

180 PARISHIONERS QUESTIONS

The Clerk explained that there was 15 minutes set aside for this item with parishioners being given precedence over members of the public.

The following issue was raised:

A Parishioner congratulated Councillor Johns on Johns Deli being voted best deli in the west.

A Parishioner requested that the Parish Hall fire escape be added to the list of grot spots.
A Parishioner circulated photos of the sand removal from the beach and the effect on the Chalet owners.
Councillor Moores stated that he had a meeting earlier in the week with the Contractor and Councillor Biederman. There had been a misunderstanding and the sand had since been moved to the second beach.
A Parishioner offered to remove the sand at no cost. It was agreed that the offer be put to Andy Bell, North Devon Biosphere Reserve Co-ordinator.

Following a question from a Parishioner it was reported that there was no further information regarding the Tapeley Estate Planning Applications.

It was reported that there was a ‘No speed limit’ sign on the telegraph pole adjacent to the footpath No 6 and opposite the school. Councillor Biederman agreed to investigate.

A Parishioner stated that there should be 1 more finger post at Venn Cross indicating the footpath from Rectory Lane to the Tarka trail. It was also stated that a former tenant had removed the hedgerow along the field adjacent to the 2 Old Chalets on the Tarka trail and it would be a good project for volunteers to help with its re-instatement.

A Parishioner raised an issue regarding standing orders and the adjournment of a meeting on the decision of the Chairman. It was stated that the said meeting was adjourned on the majority view of the Councillors present.

181 REPORT COUNTY COUNCILLOR F. BIEDERMAN

Councillor Biederman reported that the sand deposited by the Cricket Club had now been levelled and the views of the Chalet owners re-instated. The path would be re-instated and the drainage outlets on the beach cleared. The footpath and highway along Marine Parade would also be cleared.

182 REPORT OF DISTRICT COUNCILLOR B MOORES

Councillor Moores stated that:

The Estate would be improving the access to the Sandhills Car Park and continue with the present arrangement until August and then look at possible alternative arrangements thereafter.

He agreed to send information on the history of the ransom strip to the Parishioner concerned.

The lease arrangement for the car park and toilets from NDC were currently with a local firm of Solicitors.

He stated following a comment that the roof of the toilets was asbestos that NDC had confirmed that it was not a problem.

183 MINUTES

It was RESOLVED that the minutes of the meeting held on 19th March 2015 be approved as correct record and signed by the Chairman.

184 MATTERS ARISING FROM THE MINUTES

Minute 170 Proposed Website

Councillor Harrison outlined the three types of web sites. He stated that the web site should be accessible and easy to read. The cost would £5 -£7 per month and an annual fee of £10 - £15 to maintain the domain name

It was agreed to progress with a basic web site with a domain name of instowparish.com and that Councillor Harrison undertake the necessary work report back to Council.

Minute 172 (i)(a) Commemoration of the role of Instow Parish in training troops for D Day landings.

Councillor Champion reported that he had undertaken research with the Devon History Society and the Maritime Museum and looking at the proposed siting of the display.

185 CORRESPONDENCE

(i) Matters for discussion/resolution or noting: -

a) Council considered a letter from DCC the 2015/16 grant for grass cutting. The grant had been reduced to £847.

Resolved that the grass cutting agreement for 2015/16 with DCC be accepted and that a working group be set up in by new Council to review the grass cutting.

b) Council noted an e mail from NDC regarding a Taw Torridge Landscape Stakeholders workshop.

186 FINANCE

4. RESOLUTION REQUIRED: -

IPC to RESOLVED that £2,000 and £2,300 be transferred from Lloyds Bank Business account number 02350065 to Lloyds Bank Treasurers account number 02348842 to cover cheques as at 2 above and grants awarded at last meeting

5. LEASE OF MARINE (QUAY) CAR PARK AND TOILETS FROM NDC TO IPC:-

The Clerk reported that this matter had been reported earlier in the meeting.

187 PLANNING

Council considered the following planning matters:

a) Planning Application 58979 Proposed Balcony, cladding and other works, Westwinds, New Road Instow.

Recommended Approval.

Councillor Harrison declared an interest in the above application and was not present at the meeting during the consideration or voting thereon.

b) North Devon and Torridge Local Plan –Proposed changes following public consultation – Policies relating to Instow.

Clarification was sought regarding the number of dwellings proposed in Policy INS

The amendment to paragraph 13/208 was queried as it was considered that this should apply to paragraph 13/205 Barton Lane site and not 13/208.

188 MATTERS RAISED AT THE DISCRETION OF THE CHAIRMAN

The following issue was raised:

A. The Village People reported that they would be weeding the small area of land opposite Bridge Lane but were looking for someone to water the area. They would also be attending the Parish Hall event to outline the work to the Old Signal Box.

B. Councillor Green reported that the Boat at the end of Downs Road had collapsed and was covered by vegetation. A small team was required to dig it out and replace possibly with shrubs. It was agreed to request the Village People to help.

C. Councillor Green reminded Councillors of Parish Hall users day and that the Parish Council had been invited to attend. He had put together some information and sought assistance on the day from Councillors.

D. It was noted that the people in the Quay Inn were having problems with cyclists not using the bike racks..
