Present: - Councillors, P Cook, N Crombie, Mrs T Dipper, M Green (Vice Chairman), C Harper, A Johns, B Thomas, S White (Chairman) and Mr R Jacob (Parish Clerk).

2006/4 POLICE REPORT
a) Crime: -
Constable Hodgson reported that three crimes had been reported in the parish since the last meeting, namely, a burglary (undetected), exposure (undetected) and a non-crime domestic incident. He gave details of the exposure incident that had occurred in the vicinity of the dunes; he asked that any information on this offence be relayed to the police as a matter of some urgency. (Noted)
b) Other Matters: -
Constable Hodgson said that in the same period 10 other incidents had been reported to the police, namely, x3 “information to police”, x3 “crime related”, x2 “road related” and x2 “anti social behaviour”. (Noted)
c) Vehicular Obstruction Offences – Boathouse Flood Defence Gates/Bus Stop: -
In answer to a question from the Chairman, Cllr White, Constable Hodgson said that to date no fixed penalty tickets had been issued but that regular attention was being paid to the area by him and his colleagues. (Noted)
d) Coastal Safety Day – Instow: -
Constable Hodgson said that this recent event had proved to be most successful and had involved pupils from Instow and Yeo Vale Schools; Coastguards and the Chivenor Helicopter had taken part. (Noted)
e) Police Surgeries: -
In answer to a question from the Clerk, Constable Hodgson said he was in the throes of arranging a mobile police surgery in Instow but needed to first of all pass a police van test. He added that once this had taken place he would publish dates and venues throughout the parish. (Action: Constable Hodgson)

2006/5 PARISHIONERS
a) PhD Research – Second Homes in Instow and Elsewhere: -
A student from Exeter University (who had been invited by IPC to attend the meeting – see item 2005/12 (i) (l)) introduced herself to Council and gave a brief résumé of her intended research that she was doing on behalf of NDC. She added she was looking forward to meeting Cllrs and parishioners. (Noted)
b) Sand on the Highway - Boathouse/Dunes: -
Andy Bell (NDCCS) gave a short presentation to Council on the movement of sand over the years in and around the Taw/Torridge Estuary and at Instow in particular (the area of the dunes) and answered a number of questions from Cllrs. He finalised by saying he would continue to consider viable options to overcome this problem and would liaise with the Clerk as necessary. (Action: Andy Bell/The Clerk)


c) Police Surgeries: -
A parishioner pointed out that the current arrangement for police surgeries that is, monthly and prior to each IPC Meeting at the parish hall, was still believed by many parishioners to be the norm as it was printed in the parish magazine. The Clerk agreed to contact PC Hodgson and have this apparent breakdown in communications rectified asap. (Action: The Clerk)
d) IIB Verges: -
The Chairman of IIB said it was intended to have “their” meadow verges cut week commencing 21st June and that he hoped this would avoid complaints of untidiness as in former years. The Chairman of IIB was thanked by the Chairman. (Noted)
e) Litter Bins – Seafront: -
A parishioner said these were constantly being “emptied” by scavenging birds and the wind thus causing a litter problem. Cllr Moores (NDC) agreed to look into this and see whether new bins, sealed at the top, might be fitted instead. (Action: Cllr Moores)
f) Untidy Verge – Anstey Way rear of Lane End Close: -
A Parishioner said this verge could do with a trim as vegetation was encroaching onto the pavement; the Clerk said the matter was in hand and would be dealt with by the handyperson. The Chairman of IIB offered assistance. (Action: The Clerk)
g) Junction of Anstey Way/Marine Parade (Signal Box End) – Obstruction of View:-
Cllr Harper said he had received a complaint from a parishioner motorist whose view to the left when turning right towards Bideford was obstructed by low hanging branches of trees on the grass verge. The Clerk said this had been handled by the handyperson in the past and that he would get him to sort it as a matter of some urgency. (Action: The Clerk)

2006/6 REPORT COUNTY COUNCILLOR R CANN
a) Congratulations to Cllr Cann: -
The Clerk, on behalf of IPC, congratulated Cllr Cann on being appointed Chairman of the Devon and Somerset Fire and Rescue Human Resources Committee as part of his role as a DCC Cllr. Cllr Cann thanked IPC for its very kind words. (Noted)
b) General: -
Cllr Cann spoke of issues of relevance to “A39 Westleigh Junction” (to be discussed at DCC Cabinet Meeting of 14th July), “DCC Locality Budget Projects” (Instow Beach Litter/Dog Leaflet, Fremington in Bloom Oak Barrels and Newton Tracey Cricket Club); “Assistant Area Engineer/Highways Site Visit to Marine Parade” (poor condition of Marine Parade highlighted – DCC cannot take any action because of budget constraints other than to deal with safety defects – this does not apply to Marine Parade) and “Proposals for Devon’s Mobile Library Service” (use is declining so changes are contemplated to the point of withdrawing the service). (Noted)
c) Village Gateway Project: -
Cllr Cann said he was pleased to announce that DCC had now approved the current plans from a safety audit point of view and that IPC could now plan and proceed accordingly. He agreed to revisit his previous “confirmed” DCC Locality Budget to ascertain whether this required amending for the purpose of the new design; he said he would liaise with the Clerk. (Action: Cllr Cann)
d) Tarka Trail Play Area Sites:-
Cllr Cann said he had visited these sited with an Officer from NDC’s Parks Department and it was believed that a single play unit made from natural materials could be erected at both locations (Signal Box and Rear of Yacht Club) but that he had some concerns about “noise” issues with neighbouring properties (Signal Box) and a ditch (Yacht Club). He added that with appropriate consultation and engineering he believed both sites could well be suitable. IPC RESOLVED to support Cllr Cann in progressing these “Ransom Strip” initiatives that formed part of the Parish Plan; the Clerk offered his support. (Action: Cllr Cann/The Clerk)
e) Atlantic Array – Update of Recent DCC Activity: -
Cllr Cann reported on the various actions DCC had recently taken in respect of this matter; he spoke of DCC’s response to the Infrastructure Planning Committee (IPC) that was similar, yet somewhat more complex than that of IPC (see item 2005/12 (i) (a)); it referred to Highways and Transportation matters, Public Rights of Way issues, Minerals & Waste, Ecology, Marine Protected Areas and Business Opportunities (Noted)

2006/7 REPORT OF DISTRICT COUNCILLOR B MOORES
a) General: -
Cllr Moores spoke of “Charter Toilets – Quay Car Park” (in the light that the legal challenge to DCE’s objection is likely to be too costly the Executive has instructed that the current toilets should be refurbished); “Sands Residential Home - Instow” (no change from May meeting of IPC); “Kiln Close, Instow” (ndh soon to publish the relevant planning applications for the proposed new homes); “Management of Quay Car Park” (NDC’s most recent response has been sent to IPC for consideration – see item 2006/9 (b) below); “Exeter Unitary Authority” (this has been scrapped); “Additional Funding for Rough Sleeper Project” (Freedom Social Projects has been awarded £25K – this grant helps the centre do more to assist the most vulnerable people in our community) and “Joint Working” (NDC is conscious of the current economic situation and has been for some time actively working with neighbouring authorities to establish links for joint working). (Noted)
b) Instow Quay – Listed “Building”: -
Cllr Moores said that in response to complaints from the public NDC’s Conservation Officer had visited the site and had concluded there were no major structural problems and nothing particularly unsightly; The Clerk advised Cllr Moores that several years ago when a similar visit had been made by NDC’s Conservation Officer it had been recognised that an old and original Victorian Lamp (near to the steps) was in need of repair; Cllr Moores agreed to look into this aspect. (Action: Cllr Moores)
c) The Sand Dunes – Dangerous Fencing:-
Cllr Moores reported he had received a complaint from a parishioner to the effect that part of the link fencing within the dunes was broken and dangerous to users. IPC RESOLVED to report this to NDCCS/Beach Cleaner for necessary attention.

2006/8 MINUTES
It was RESOLVED that the May 2010 minutes of Instow Parish Council be approved and signed. (Noted)

2006/9 MATTERS ARISING FROM THE MINUTES
a) Item 2005/7 (d) – Instow in Bloom/Dog Show 2010: -
(i) The Clerk confirmed he had received an assurance (email of 25.5.10) that IIB’s insurance would cover this event (11th September); as a consequence he had forwarded the organiser an email (25.5.10) confirming IPC’s permission to use those parts of Instow sands as leased by it from the CE and attached a copy of a relevant map of the beach for the organisers information. (Noted)
b) Item 2005/9 (b) – Management of Quay Car Park: -
(i) The Clerk reported receipt of a comprehensive letter (dd 21.5.10) from NDC (Assets Manager) reference “Instow Car Park”; he said this letter set out a full response to IPC’s “Comments and Questions” paper (dd 18.2.10) that had been forwarded to NDC as a consequence of its “Business Case for Instow Car Park” that had been received prior to and discussed by IPC at its February 2010 meeting. (Noted)
(ii) The Clerk reminded Cllrs he had forwarded a copy of all three papers as above to them with their agenda papers (3.6.10). (Noted)
(iii) The Clerk suggested a sub committee of Cllrs be formed to analyse the options available to IPC and to, in addition, (at some stage) seek legal guidance from Mr Ian Budge (Solicitor). (Noted)
(iv) IPC RESOLVED to support this recommendation and Cllrs White, Green, Crombie, Thomas and Mrs Dipper were nominated; Clerk to arrange a meeting.

c) Item 2005/11 (c) – Sand on Highway/Near Boathouse Bus Stop: -
(i) The Clerk reported he had met Andy Bell (AB) (NDCCS) on site on 26.5.10 together with Cllr Cann (DCC) and the beach cleaner. The Clerk added that a reporter from the North Devon Gazette had coincidentally been present and covered the story in the ND Gazette (2.6.10) – the Clerk provided Cllrs with a copy of this press report at the meeting for their information. (Noted)
(ii) The Clerk reported that AB had agreed to let him have an options paper by the time of the next IPC Meeting (June) so that Cllrs could consider the best course of action to take both in the short, medium and long term. (Noted)
(iii) The Clerk advised IPC he had forwarded an email (dd 14.6.10) to AB requesting his “options report”. (Noted)
(iv) The Clerk reported that AB had agreed (email dd 14.6.10) to attend IPC Meeting of Thursday 17th June and address/take questions from Council. (Noted)
(v) A discussion then ensued at the conclusion of which IPC RESOLVED to have the Clerk continue to liaise with AB so as to establish a workable strategy for the end of the summer season and to report back to IPC in due course. It was suggested he liaise with Atturm to endeavour to establish some “voluntary” assistance.

d) Item 2005/11 (d) - Village Gateway Initiative: -
(i) Cllr Cann (DCC) provided IPC with an update; he said the current plans had passed a safety audit and the necessary papers had been forwarded to the Clerk; a discussion ensued. (Noted)
(ii) Cllr Cann agreed to re-visit the DCC locality grant that he had already instigated adding that he would report back to the Clerk as soon as this had been clarified; the necessary work could then commence. (Action: Cllr Cann/The Clerk)
e) Item 2005/11 (e) – Ransom Strip Projects: -
(i) Cllr Cann (DCC) provided IPC with an update on possible Children’s Play Area sites on the Tarka Trail; for full details see item 2006/6 (d). (Noted)
(ii) Cllr Mrs Dipper suggested that maybe IPC ought to also consider a “Keep Fit” area for the elderly as this form of project was proving attractive elsewhere. IPC RESOLVED to give this recommendation some thought. (Action: IPC Cllrs)
(iii) The Clerk then reported receipt of a letter (dd 4.6.10) from DCE reference “Instow Parish Council – Land Enquiry”; he read it to Council and provided a copy to Cllrs for their information. A discussion ensued. (Noted)
(iv) Cllr Harper then addressed IPC on the possible acquisition of land that was for sale at the end of Marsh Lane; he said it had recently been advertised in the local press. Cllr Harper elaborated and added that this site could well prove suitable for the provision of allotments. (Noted)
(v) After a lengthy discussion IPC RESOLVED to consider the option of purchasing this land for the parish but recognised that it was totally dependant upon the financial support of NDC and the ransom strip monies that had been set aside by NDC for the “benefit” of the parish and subject to suitable projects. (Noted)
(vi) Cllrs Moores (NDC) and Cann (DCC/NDC) agreed to urgently liaise with NDC to establish whether it would support such a project/what other implications (such as planning/land valuation) were involved and an IPC Sub Group, comprising of Cllrs Harper, Thomas, Crombie and Green was established to consider the local implications such as liaison with affected parishioners and such like. The Clerk was asked to speak to the Estate Agent and register IPC’s interest.

(vii) IPC further RESOLVED that if the situation dictated and following liaison by the Clerk with the Chairman, an extraordinary meeting of IPC should be called to discuss this matter. (Action: Chairman and Clerk)
f) Item 2005/11 (f) - Instow 30’ Highway: -
(i) The Clerk provided IPC with an update, namely, Mr Ian Budge (Solicitor) had still not heard back from the Land Registry and recommended to IPC that he sought, on its behalf, a charge to be placed on this land to ensure IPC’s interest was formally registered. (Noted)
(ii) IPC RESOLVED to adopt this course of action. (Action: The Clerk)
g) Item 2005/11 (g) - Parish Plan Update – Format: -
After a discussion it was RESOLVED that Cllr Green, together with the Clerk, would put together the data gathered by this process into an easily read format that could be published to the community. (Action: Cllr Green/The Clerk)


h) Item 2005/11 (h) - Instow Beach/Litter and Dogs: -
(i) The Clerk updated IPC on this “community led” volunteer beach patrol initiative namely; a DCC grant had been secured, to the value of £200 (with grateful thanks to Cllr Cann), to cover the cost of printing a suitable flier. IPC RESOLVED to thank Cllr Cann for his pubic spiritedness. (Noted)
(ii) The Clerk then circulated a copy of a draft flier that had been put together by Peter Yeo (Chairman of IIB), Cllr Mrs Dipper, the Clerk and Cllr Cann with the assistance of a parishioner; the Clerk said it was estimated that 2,500 double-sided fliers could be produced for £200. IPC RESOLVED to adopt the draft flier but to add that no BBQ’s should be held in the dunes. (Action: The Clerk)
(iii) The Clerk reported receipt of a letter (received 16.6.10) from DCC reference “Locality Budget Award – Instow Beach Dog/Litter Patrol/Provision of Leaflet”; he said this confirmed that IPC had been awarded £200 for this initiative (see finance) and requested feedback in due course as regards the benefits derived from the use of the funds. The Clerk said he would deal with this at a suitable time. (Action: The Clerk)
(iv) The Clerk advised IPC that Heart Local Radio had approached him (email dd 25.5.10 refers) seeking information as regards this initiative to use in its bulletins adding that the details of the Chairman of IIB had been provided with his consent. (Noted)
(v) The Clerk then referred to a copy email (dd 28.5.10) from Chairman of IIB to PC Terry Hodgson reference “Beach Dog Patrol – Saturday 10th July”; he said this had sought the presence of PC Hodgson at this “patrol” to expand on the criminal aspects of dogs out of control. (Noted)
(vi) The Clerk then referred to a further email (dd 28.5.10) reference “Beach Dog Patrol – Saturday 10th July”; it sought the presence of Cllrs if available. (Noted)
(vii) The Clerk referred to Item 2005/12 (i) (c) (iv) – Beach Dog Ban suggestion; he said he had, as a result, forwarded an email (dd 21.5.10) to NDC’s Environmental Health Dept enquiring whether NDC would be supportive of such an initiative. (Noted)
(viii) The Clerk reported receipt of an email (dd 25.5.10) from NDC’s Environmental Health Dept which said that NDC had no intention of adopting the necessary powers under the Clean Neighbourhoods and Environment Act (indeed it did not have the budgetary provision to do so) and that if IPC was ever to consider doing so itself it should resolve the ownership issues of the beach to the satisfaction of all parties and take legal advice. The Clerk elaborated on this response and provided Cllrs with a full copy of the relevant email. (Noted)
(ix) After a discussion IPC RESOLVED not to take this suggestion further. (Noted)
i) Item 2005/12 (i) (a) - Atlantic Array Consultation: -
(i) The Clerk reported he had forwarded an email (dd 21.5.10) to IPC (Infrastructure Planning Commission) stating that “Instow Parish Council wishes to draw to your attention its grave concerns over the massive impact the above development might have on its community particularly as regards to traffic management, the natural environment (much of which is in an Area of Outstanding Natural Beauty and World renowned Biosphere) and wildlife. There must, therefore, be a carefully managed Traffic Management Scheme drawn up as a consequence and a strategic plan to protect the natural environment and wildlife”. (Noted)
(ii) The Clerk confirmed that in the absence of an email acknowledgement he had also forwarded a copy by post (21.5.10). (Noted)
(iii) The Clerk reported receipt of an email (dd 27.5.10) from the Infrastructure Planning Commission stating that although IPC’s response had been received it was outside of the statutory period (by two days) and was, therefore, not included with the Infrastructure Planning Commission’s formal scoping opinion. It did add, however, that it would ensure IPC’s letter (email) was forwarded to the promoter drawing attention to the matters it had raised. It finalised by suggesting that in future any responses were sent within the time limit. (Noted)
(iv) The Clerk advised IPC that there would undoubtedly be other correspondence on this matter in the not too distant future and that it must, therefore, forward responses within allotted time limits if its responses were going to be taken into account. (Noted)
j) Item 2005/12 (i) (b) – Affordable Housing/NDC Seminar: -
The Clerk reported that Cllrs Green and Mrs Dipper had advised him of their intention to attend this seminar; Cllr Green told IPC that the seminar had not taken place because of apparent lack of take-up of places. Cllr Moores (NDC) added that it was hoped to put this seminar on again and IPC would be notified. (Noted)

2006/10 CORRESPONDENCE
(i) Matters for discussion/resolution or noting
a) Email (dd 28.5.10) and attachment from Defra reference “Draft Guidance for Bathing Water Controllers – Revised Bathing Water Directive”: -
(i) The Clerk said this provided guidance for Bathing Water Controllers in the light that from the beginning of the bathing season 2012 it would be a legal requirement of the revised Bathing Water Directive (2006/7/EC) for the information listed in Article 12 of the Directive to be displayed at beaches and inland waters throughout the European Union that had been designated as bathing waters. (Noted)
(ii) The Clerk advised IPC he had forwarded the email and attachment to Cllr Green for perusal with a view to Cllr Green providing IPC with a resume. (Noted)
(iii) Cllr Green then addressed IPC and took questions at the conclusion of which the Clerk was asked to clarify a couple of issues of relevance to “waivers” and “water quality tests”; the Clerk was asked to seek an explanation from Defra.
(Action: The Clerk) (iv) The Clerk suggested he liaise with Andy Bell (NDCCS) who had previously agreed to coordinate the necessary signage between the various “beach controllers” in the vicinity to ensure uniformity and unnecessary duplication. IPC RESOLVED to support this course of action. (Action: The Clerk)
b) Email (dd 2.6.10) and attachment from PC Hodgson reference “Obstruction of the Highway – Boathouse Flood Defence Gates/Bus Stop”: -
(i) The Clerk said this advised IPC of a draft press release it was intended to publish in response to this matter; he said the police had also promised to pay particular attention to the area with a view to issuing FPT’s to offending motorists. The Clerk said he had thanked PC Hodgson for his positive response to this long standing problem. (Noted)
(ii) The Clerk advised Cllrs that a press release had appeared in the North Devon Journal (10.6.10); he provided Cllrs with a copy at the meeting. (Noted)
c) IPC – Reaccreditation of Quality Parish Council Status: -
The Clerk reported that a suitable press release had appeared in the North Devon Gazette (2.6.10); he provided Cllrs with a copy at the meeting. (Noted)
d) Letter (dd 3.6.10) from NDC reference “House to House Act 1939: PDSA People’s Dispensary for Sick Animal’s and The Cats Protection League”: -
(i) The Clerk said this letter stated that this collection was to take place in Instow between Monday 26th July to Monday 9th August 2010. (Noted)
(ii) The Clerk advised IPC that in view of the fact these were two bone fide charities and regular collections he had advised NDC that IPC would have no objection. (Noted)
(iii) IPC RESOLVED to ratify this decision. (Noted)
e) Letter (dd 7.6.10) from DCC Highways reference “Highways Maintenance Surgery – Civic Centre (Torridge Room), Barnstaple between 10am and 12Noon Tuesday 6th July 2010”: -
(i) The Clerk said that IPC was invited to send along a representative to this surgery, no appointments necessary. After a discussion IPC RESOLVED that any Cllr could attend if available. (Noted)
f) Email (dd 13.6.10) from Organiser of Instow Adopt a Beach Group reference “Beach Cleans – Saturday’s 12th June and 24th July 2010”:-
The Clerk advised IPC of the content of the email; he said Cllrs were invited to support the Beach Clean of the 24th July if available. (Noted)
g) Email (dd 15.6.10) and attachments from Admin Officer of Community on Show (COS) Committee reference “COS – 2011”: -
(i) The Clerk said this requested permission to use the sections of Instow Beach administered by IPC on Saturday 16th July 2011 for the above Show; the event would be covered by way of the Parish Hall’s insurance cover subject to a letter of approval by IPC. After a discussion IPC RESOLVED to grant permission subject to confirmation in writing of the insurance cover. (Action: The Clerk)
(ii) The Clerk reported that the Chairman of IPC (Cllr White) was invited to attend the opening of the Show and say a few words; the Clerk handed the letter of invitation to him. (Noted)
h) Email (dd 7.6.10) from a Parish Cllr from Awliscombe Parish Council (East Devon) reference “Emergency Planning – Insurance for Volunteers/Equipment”:-
(i) The Clerk outlined the nature of the enquiry and suggested he contact IPC’s insurers to clarify the position of “volunteers” in the event of an “Emergency” and the use of their own equipment. The Clerk said he was of a belief that IPC’s current insurance policy might well cover such an eventuality. (Noted)
(ii) IPC RESOLVED to adopt this course of action and the Clerk agreed to update the enquirer. (Action: The Clerk)
i) Letter (dd 14.6.10) from DALC reference “Empowering Communities in Devon – A Local Perspective”: -
(i) The Clerk said this letter stated that a series of events were to be held around the County with one being at the Castle Centre, Barnstaple between 10am and 2pm on Friday 23rd July 2010 – cost £15+ VAT (recoverable) delegate fee. He added that these events were being arranged as a follow up to the “Empowering Communities Conference” held in 2009 but this time would look at what the future holds for Devon, local issues and learn from the experiences of the “Community Hub” pilots at Barnstaple, West Exe Group, Okehampton Community Forum and the Blackdown Hills. (Noted)
(ii) After a discussion IPC RESOLVED that the Clerk and Cllr White (Chairman) would attend. (Action: The Clerk)
j) Letter (dd 9.6.10) and enclosure from A-Plant Lux Traffic Control and Management reference “Road Closure Request – Horwood Cross to Holmacott Cross, Bideford”: -
The Clerk said this request had been made to DCC for a road closure at this location for the period 13th to 17th September 2010 for the purpose of the renewal of poles and aerial cable by BT Openreach. IPC RESOLVED to place a copy of this letter and enclosure at the post office for the information of parishioners. (Action: The Clerk)

(b) Crown Estate (CE) Beach Lease 2010 - 2034 : -
(i) The Clerk provided IPC with an update; i.e. letter (dd 7.6.10) received from Ian Budge (Solicitor) enclosing yet another copy of the CE Lease from the CE’s solicitors for signature. The Clerk elaborated and Cllr Crombie and he signed the document as necessary; to be returned to IB. (Action: The Clerk)
(ii) The Clerk reported receipt (26.5.10) of a compliment slip note from Knight Frank together with returned cheque number 000552 for £75 authorised and paid to KF at IPC Meeting of 20th May 2010 for Foreshore Rent 2010. The Clerk said the note explained that the invoice for this sum had been issued in error, hence return of uncashed cheque. The Clerk confirmed he had made an appropriate entry in the Finance Ledger. (c) MOD Beach Lease – 2010 - 2034: -
The Clerk provided IPC with an update; i.e. once the signed CE lease had been returned to IB he would finalise and complete the MOD lease as necessary. (Noted)
(d) Audit Commission - Annual Return for the Year ended 31st March 2010: -
(i) The Clerk confirmed he had returned the signed Annual Return 2009/10 form to Mrs Mary Jane Scott (IPC’s IA - 24.5.10) for final completion by her and onward transmission to the AC. (Noted)
(ii) The Clerk confirmed that no requests, as of the date of the meeting, had been received by him as a result of the publication of the “Exercise of Electors Rights” form at the post office (“Inspection Days” being Monday to Friday {9 am to 5 pm} for the period 21st May to the 18th June 2010 (i.e. 20 working days). (e) DCC Grass/Verge Maintenance Grant 2010/11: -
(i) The Clerk reported he had measured the “Additional Grass (Bank) – Lane End Close/Marine Parade” area (approx 260 sq metres) and forwarded this on to DCC Highways with a request for additional payment; he said the relevant paperwork was still awaited. (Action: The Clerk)
(f) All Saints Chapel Community Facilities – IPC Grant: -
The Clerk confirmed he had forwarded (28.5.10) an appropriate letter to the Treasurer of the All Saints Community Centre Project Appeal; the Clerk advised IPC that he told the Treasurer that any further grant from IPC during the year 2010/11 would have to be taken from the sum already budgeted for the parish hall. (g) Beach Cleaning Grant 2010-2011 – NDC: -
The Clerk reported that nothing further had been heard of this grant from NDC since the last meeting; The Clerk suggested he chase it up through Cllr Moores (NDC) and/or Cllr Brayley (Leader of NDC). The Clerk said this advised IPC of changes in BB’s banking facilities; the Clerk reminded Cllrs that BB supplied car park tickets to IPC. (Noted)
(i) Letter (dd 20.5.10) from NDC Estates Department reference “IPC: Notice Board at Marine (Quay) Car Park, Instow – Licence”:-
(i) The Clerk said this stated that NDC had issued an annual licence (2010/11) for permission to IPC to mount a notice board on the side of the garages at Marine (Quay) Car Park, Instow with terms as defined; the Clerk elaborated. (Noted)
(ii) The Clerk advised IPC he had accepted the terms of the licence and returned a copy duly signed; IPC RESOLVED to ratify this course of action. (Noted)

(j) Quay Car Park – Disability/Blue Badge Exemptions:-
The Clerk reported that as a result of a request for disability/blue badge exemption it had come to light that the statutory sign at the car park was incorrect and required amending; the Clerk said he had confirmed this with NDC Car Parks Dept. (Noted)
(ii) The Clerk told IPC that the necessary action had now been taken to have the sign altered by way of SW Signs and it was now in place. (Noted) (k) Email (dd 11.6.10) from NALC (Improvement and Development Manager) reference “POWB Guide”: -
(i) The Clerk said this stated that NALC was preparing a guide so that examples of good POWB practice/case studies could be publicised in order to showcase the work that was taking place at grassroots level and to inspire other Councils around how adopting the power may benefit their communities; it was intended to publish this guide in September 2010 and IPC was requested to participate. (ii) The Clerk advised IPC he had told NALC (email of 13.6.10 refers) that IPC had not long adopted the power and that it was really early days for it to give examples of good practice/case studies but that it would be very interested in receiving a copy of the guide in due course. (Noted)

2006/12 PLANNING
a) NDC Planning - “Parish Council Forum”: -
(i) The Clerk confirmed he had advised NDC Planning that he was to attend the Parish Council Planning Forum at the Civic Centre (Council Chamber) at 1.30 pm for 2 pm on Thursday 24th June 2010; this, he said, had been acknowledged by NDC Planning and one Cllr was also invited to attend. (Noted)

The Clerk said this letter advised IPC that as of planning application number 50,000 any responses to application consultations were available for all to view on the Planning tracker element of NDC’s website. IPC was asked to bear this in mind and if, in certain cases, it did not wish to make comments that should not be in the public domain, in the first instance, make this very clear in replies/emails. (i) The Clerk said this stated that ndh owned a number of pre-cast reinforced concrete (PRC) homes at this location that had been classed as defective and in need of major repair work or re-development; the letter added that it was proposed to demolish the existing properties and replace them with 5 modest family houses, together with off road parking for the occupants - this would be a much more efficient use of the land and would enable ndh to better meet the local housing needs (it was intended to target local people in housing needs). Ndh further stated that it was currently consulting with planning and highways officers and with the occupants of neighbouring homes and intended to submit a planning application before the end of June.
