Item 2009/12 (b) – Planning Application 1-4 Kiln Close Lane, Instow; Cllr Crombie declared a personal interest. (Noted)

2009/4 POLICE REPORT
a) Crime: -
PC Hodgson said that four crimes had been reported in the parish since the last meeting, namely, non-crime domestic incident (x 2), assault occasioning actual bodily harm (x 1) and non-crime vulnerable adult (x 1). (Noted)
b) Other Matters: -
PC Hodgson said that in the same period ten other incidents had been reported in the parish, namely, x 3 “public safety/concern for safety”, x1 “anti social behaviour”, x1 “public safety/domestic incident”, x 1 “public safety/abandoned call”, x2 Admin/Info, x 1 “restricted log” and x 1 “transport/road related”. (Noted)
c) Public Safety Initiatives: -
PC Hodgson then spoke of an “anti-social behaviour” initiative and associated leaflet that he copied to Cllrs and also a “community messaging” service that was available to members of the public. It was agreed that copies of each initiative would be left at the post office and parish hall for the information of parishioners. (Noted)

2009/5 PARISHIONERS
a) Revaluation of Properties: -
A parishioner spoke of his concern that properties, in Instow, were not being re-valued on sale and that as a consequence there was a loss of revenue. Cllr Cann said this was the responsibility of the District Valuer. (Noted)
b) Reunion – DUKW Personnel: -
A parishioner said that for the period 15/16th October 2010 a reunion of retired DUKW Squadron personnel would be in the vicinity; over 100 persons were expected. (Noted)
c) Marine Parade – Atturm Staff Parking: -
A parishioner said that now the limited waiting period between the Boathouse and the Sand Dunes Car Park had ended, workers from Atturm were parking there during the daytime thus denying resident from parking there. It was noted that no breach of traffic legislation was occurring; IPC RESOLVED, however, that the Clerk should speak to the Site Foreman and endeavour to resolve this matter amicably. (Action: The Clerk)
d) Marine Parade – Congestion: -
A parishioner said he wished the parish council to know that his car had been damaged recently by a car presumably reversing as a result of congestion. (Noted)

2009/6 REPORT COUNTY COUNCILLOR R CANN
Cllr Cann spoke of “Civil Parking Enforcement and Costs” (deficit on this service £918.124 for 2008/9 and £658.882 for 2009/10; a total deficit of £1,577.006); “Highways Budget” (has been hit by an increase in the price of bitumen of around 29% and increase on contract renewal prices for street lighting energy supply which amounts to an additional £1.3m), “Children’s and Young Peoples Directorate” (a £3.1m a year budget reduction has been made with an overspend reduction of just over £1m projected), “Debts Over 3 Months Old” (corporate debt stood at £5.3m an increase of £1.6m since month 2 report), “Efficiency Savings” (projected to save £20.9m in 2010/11), “Yelland Cycleway” (weeds are being treated before path can be reinstated), “Bus Conflict – Instow Seafront” (discussions held with First Bus and time difference in departure between Barnstaple/Bideford to be reviewed with a view to minimising the risk of meeting head-on along Marine Parade), “Village Gateway Project” (£1,588 set aside for project; been working closely with the Clerk to progress scheme), “Parking Issues” (had a positive meeting with DCC; will bring a number of proposals for consideration to a future meeting) and “Possible Use of DCC Land – Play Area” (had a very positive meeting with DCC; DCC to make contact when ownership of land confirmed). 2009/7 REPORT OF DISTRICT COUNCILLOR B MOORES
a) General: -
Cllr Moores spoke of “Atlantic Array” (meeting held with two local MP’s regarding possible regeneration opportunities for North Devon), “Shared Working” (agreement reached between NDC/TDC for joint planning/development services), “Petition Scheme” (no maximum number of signatories, minimum of 20 signatories, if has 500 or more signatories the petitioners can ask a council officer to give evidence at a council committee meeting and if petition receives 1,000 or more signatories there would be a full council debate on the issue raised), “Improving Standards of Private Rented Housing” (NDC working towards improving the availability and quality of rental housing), “Affordable Housing” (will remain a top priority for NDC), “Village Hall Improvement Grants’ (£38,000 available for grants across North Devon) and “Budget Consultation” (consultation exercise being launched by NDC). (Noted)
b) Charter Toilets – Repairs: -
(i) Cllr Harper enquired when the defective toilet cubicle at these toilets was to be repaired; he said it had been reported defective about 19 days ago. (Noted)
(ii) Cllr Moores said he was unaware of the problem but would investigate as a matter of some urgency. (Action: Cllr Moores)
c) NDC Staff Parking – Civic Centre, Barnstaple: -
(i) The Chairman asked whether the parking at the Civic Centre and at Barnstaple Rugby Club was free to staff who worked there. Cllr Moores said he would enquire and report back. (Action: Cllr Moores)
(ii) Cllr Cann said that DCC Cllrs paid an agreed annual fee to park at County Hall, Exeter. (Noted)
2009/8 MINUTES
It was RESOLVED that the July 2010 minutes of Instow Parish Council be approved and signed. (Noted)

2009/9 MATTERS ARISING FROM THE MINUTES
a) Item 2007/9 (a) – Management of Quay Car Park: -
(i) The Clerk advised IPC that this topic had been discussed at the “Ransom Strip” Meeting held at the Civic Centre, Barnstaple on Monday 13th September; the Clerk and Cllr Mrs Dipper, who attended the meeting with Cllr Thomas, elaborated. (Noted)
(ii) The Clerk distributed minutes of the meeting of the 13th September that covered this item together with items (d) and (i) below. (Noted)
(iii) After a discussion IPC RESOLVED to pursue the “transfer of freehold” option of the car park and noted that the Clerk, together with some Cllrs, was to meet up on site at the car park on Monday 20th September with a NDC Officer to discuss re-surfacing of the car park and the fitting of a new machine. (Noted)
b) Item 2007/9 (b) – Sand on Highway/Near Boathouse Bus Stop: -
(i) The Clerk advised IPC that Atturm had agreed (with no associated publicity) to assist IPC in the removal of the “offending” sand at a time and date to be fixed, probably mid/late October; the Clerk said he was to coordinate. (Noted)
(ii) The Clerk affirmed that Andy Bell (NDCCS) had agreed to assist and provide valuable guidance as regards where the removed sand was best deposited. He had also agreed to ensure DCE were aware and agreeable. (Noted)
(iii) The Clerk further advised IPC that Andy Bell (NDCCS) had developed a strategy to “hold back” the blown sand from the wall, once removed as at (i) above, for the winter period and was arranging appropriate consultation of parishioners directly affected by it. This, the Clerk said, would quite naturally include IPC. (Noted)
(iv) The Clerk suggested that in the meantime the beach cleaner continued to remove the blown sand back from the top of the wall to ensure there was no re-occurrence of blocked pavement/highway issues at or near the Boathouse Bus Shelter as occurred at the end of August; this, he said, was eventually cleared by parishioners led admirably by Cllr Harper. IPC RESOLVED to support this suggestion. (Action: The Clerk)
c) Item 2007/9 (c) - Village Gateway Initiative: -
(i) The Clerk advised IPC that following liaison and a site visit with Cllr Cann (DCC) and a DCC Highways Officer he had purchased some of the necessary materials for this road safety project from Mole Valley Farmers (and elsewhere as necessary) and further liaised with SW Signs to arrange the positioning of the necessary posts and making of the necessary signage. The remainder of the work would be carried out by the village handyman assisted by the Clerk. (Noted)
(ii) The Clerk then said that Cllr Cann (DCC) was arranging for a down payment of the grant that was financing this project to be paid to IPC from DCC (total originally agreed = £1588). (Noted)
d) Item 2007/9 (d) – Ransom Strip Projects: -
(i) The Clerk summarised the events that had occurred during the summer recess as regards the discovery that all “Ransom Strip” monies had already been used by NDC in the building of the new Charter Toilets at Lane End and of how this had come about. He spoke of an emergency meeting that had been held at the Civic Centre with NDC’s Chief Executive, Cllr Cann, Mrs Rose Day (former IPC Cllr) and himself and of the outcome i.e. meeting of Monday 13th September. (Noted)
(ii) The Clerk then reported on a ”Ransom Strip” Meeting that had been held at the Civic Centre, Barnstaple on Monday 13th September; the Clerk and Cllr Mrs Dipper, who attended the meeting with Cllr Thomas, elaborated. (Noted)
(iii) The Clerk then spoke of progress as regards the proposed Play Area project on the Tarka Trail; he said Cllr Cann (DCC), Cllr Mrs Dipper and he had attended two site meetings with Children’s’ Play Area Company representatives and then provided details of quotations/proposed layouts as provided to date. (Noted)
(iv) The Clerk advised IPC that the next step was to liaise with NDC Officers as regards consultation/planning and ransom strip financial support and DCC reference the use of the land. (Action: Cllr Cann and The Clerk)
e) Item 2007/9 (e) - Instow 30’ Highway: -
(i) The Clerk referred to an email (dd 15.9.10) received from Ian Budge (Solicitor); it said that the Land Registry was not prepared to register IPC’s interest in this land in that the parish council was not even in being when the enclosure act agreement occurred and that Mr Budge now suggested, regrettably, NFA. (Noted)
(ii) IPC RESOLVED to take no further action other than to ensure that IPC, in the future, kept this issue “to mind” in the event said land ever proved to be of value in years to come. (Noted)
f) Item 2007/9 (h) – Revised Bathing Water Directives: -
(i) The Clerk referred to an email (dd 30.7.10) from Defra reference “Bathing Water Newsletter – July 2010”; he said he had copied it to Cllrs with email addresses for their information. (Noted)
(ii) The Clerk then referred to a meeting he had (24.8.10) with representatives of the Environment Agency reference the future ramifications for Instow as regards the new european “bathing water” directives 2012 and especially again in 2015; that is, it was highly unlikely that post 2015 (when even more stringent regulations come into force) that Instow’s Bathing Water Quality will ever be assessed as better than “Poor” and if this state of affairs remained to be the case for 5 continuous years then Instow would be classified as a non bathing water beach. The Clerk said the EA were concerned as to what knock-on effect this might have on Instow as a recreational beach resort. (Noted)
(iii) The Clerk then outlined to IPC the history as regards Instow’s original classification as a Bathing Water Beach, that is, it was arbitrarily and without any form of consultation designated as a bathing beach by the government about 20 years ago to conform to a European Parliament request. (Noted)
(iv) The Clerk then said that the conclusion of the meeting was that IPC ought, maybe, to explore the option of Instow now seeking re/de-classification as a bathing water beach with the following strategy suggested: -
• Short presentation by Environment Agency to IPC so as to re-affirm above
• Ditto Defra
• Consult TTEF (by way of Simon Brown – IPC’s TTEF Representative) and Rose Day (Chairman of AONB)
• Consult with Parishioners (EA would assist with this exercise)
• If a sense of support was gleaned, carry out local survey as regards swimming numbers and general use of the beach
• Liaise with Defra to re/de-classify on the basis that Instow was unique as a bathing water beach (at the head of two major rivers and the Bristol Channel), was potentially dangerous for swimming (sand bars, currents, moorings, channels etc) and that the overall costs to bring Instow’s bathing water quality up to “fit for purpose” standard would be disproportionate and uneconomical. (Noted)
(v) The Clerk added that the Environment Agency had confirmed that if Instow was to be re/de-classified as a bathing water beach it would continue to monitor water quality on a regular basis as it had a duty to do for shellfish/other statutory reasons. (Noted)
(vi) The Clerk reported he had already spoken to Mrs Rose Day (AONB) and she was present at the meeting and would like to comment. (Noted)
(v) Mrs Rose Day (Chairperson of AONB) then said that much of the current improvements that had occurred in the estuary had been achieved on the back of the European legislation and bathing water directives and that this proactive work continued in respect of run-off and diffuse pollution from fields. She said she had some misgivings in regard to re/de-classification of Instow as a bathing water beach but that the strategy suggested as at (iv) above had some merit. Mrs Day added that it was also necessary to take into account the effect that water quality at Instow had on Saunton Sands that was predominantly a blue flag status beach. (Noted)
(vii) After a discussion IPC RESOLVED to adopt the strategy as at (iv) above; the Clerk was asked to invite an EA representative to the next meeting of IPC, that is at 7 pm on Thursday 21st October 2010. (Action: The Clerk)
g) Item 2007/9 (i) – Community on Show 16th July 2011: -
The Clerk advised IPC that he had reminded the Secretary of the COS Committee (email of 3.9.10 refers) that IPC still required confirmation that its insurance company would cover all events on the day and was still awaiting a response. (Noted)
h) Item 2009/(k) – Empowering Communities Seminar: -
The Clerk advised IPC that this had now be re-arranged for Friday 8th October 2010 (between 10am and 2 pm) and that the Chairman and Clerk were to attend. (Noted)
i) Item 2007/9 (l) – New Charter Toilets/Quay Car Park: -
(i) The Clerk confirmed he had sent a letter (dd 28.7.10) to the Leader of NDC (Cllr Des Brailey) as requested to do so by IPC at the July meeting of IPC; he said he had forwarded a copy to Cllrs with their summer recess memorandum. (Noted)
(ii) The Clerk then reported on the ”Ransom Strip” Meeting that had been held at the Civic Centre, Barnstaple on Monday 13th September and at which this matter had been discussed; the Clerk and Cllr Mrs Dipper, who attended with Cllr Thomas, elaborated as necessary. It was said that NDC had set aside £60,000 to refurbish these toilets albeit not to charter standard. (Noted)
(iii) The Clerk then said that together with some Cllrs, he was to meet up on site at the toilets on Monday 20th September with a NDC Officer to discuss the refurbishment exercise. (Action: The Clerk)
j) Item 2007/10 (i) (e) - Anstey Way Lay-by/Verge Parking and Lane End Close – Atturm: -
The Clerk reported that following continued complaints from parishioners and others (to him and Cllr Cann) he had spoken to the Atturm site foreman who had assured him he had already taken proactive action to alleviate this problem and amongst other things (letters to offending sub contractors with a “threat” of dismissal and a sign at the entrance to Lane End Close) had arranged for discounted parking rates in the Sand Dunes Car Park. The Clerk said he had thanked the site foreman for his positive action and advised all complainants accordingly. (Noted)

2009/10 CORRESPONDENCE
(i) Matters for discussion/resolution or noting
a) Letter (dd 27.7.10) and List of Current/Planned Service from DCC reference “Mobile Library Service”: -
(i) The Clerk said that this letter advised IPC of the proposed changes (as of January 2011) to the mobile library service following previous consultation; he added the letter had been copied to Cllrs with their summer recess update (19.8.10) so that any comments on said changes, as they related to Instow, could be passed to the Clerk for onward transmission to DCC by Friday 10th September 2010. (Noted) (ii) The Clerk advised IPC that no response(s) had been received from Cllrs. (Noted)
b) Letter (dd 6.8.10) from NDC reference “House to House Act 1939: PDSA and Cats Protection League”: -
(i) The Clerk said this stated that these organisations had applied to collect in the parish of Instow between 13.9.10 and 15.9.10 and 20.9.10 and 22.9.10 inclusive. (Noted)
(ii) The Clerk advised IPC that in view of the fact these were bone fide charities and were regular collections he had told NDC that IPC would have no objection. (Noted)
(iii) IPC RESOLVED to ratify this decision. (Noted)
c) Letters (x 2 – dd 3.8.10 {Torridge} and 4.8.10 {NDC}) and attachments (including a poster) from the Devon and Cornwall Police Authority reference “Police Authority Liaison Meetings”: -
(i) The Clerk said this stated that over the next 12 months a new method of face to face engagement was to be trialled with details of the next open meeting (to explain the changes and reason for it) in relevant areas being enclosed as an attachment; the Clerk said he had noted that as far as “Instow, Fremington and Bickington” was concerned this meeting was to be held at IPC’s Meeting of Thursday 19th August at 7.30 pm in the Parish Hall – IPC did not have a meeting on this evening (summer recess). (Noted)
(ii) The Clerk told IPC he had advised (12.8.10 - telephone) the Assistant Chief Executive of the Police Authority that IPC did not have a meeting in August, let alone the 19th August – it was agreed an assumption had been made in error. (Noted)
(iii) The Clerk confirmed he had told Fremington PC (16.8.10) that this published meeting would obviously not be taking place. (Noted)
(iv) The Clerk then informed IPC that the letter further advised that a series of three conferences were to be held throughout Devon (instead of Police Authority Meetings) with one being in North Devon – details to be advised in due course. (Noted)
d) Letter (dd 13.8.10) from NDC reference “Community Resilience Plans”: -
(i) The Clerk said this advised IPC that a series of seminars were to be held throughout N Devon with a view to assisting parishes to produce a “Community Resilience Plan”; the Clerk elaborated. (Noted)
(ii) IPC RESOLVED not to forward a representative(s) to either seminar in view of the fact it already had a Self Help Emergency Plan; NDC to be told. (Action: The Clerk)
e) Email (dd 13.8.10) and attachments from North Devon AONB and Biosphere Reserve (NDABS) reference “Draft Taw Torridge Estuary Management Plan - Consultation”: -
(i) The Clerk advised IPC he had forwarded this to all Cllrs (and IPC’s TTEF Representative) with email addresses (dd 13.8.10) so that each might peruse the papers before the meetings; any responses to be returned to NDABS by 27.9.10. (Noted) (ii) The Clerk referred to an email (d 13.9.10) from TTEF (Acting Chairman) reference “TT Estuary Management Plan – Meeting at ND Yacht Club 28th September 2010”; the Clerk said he had forwarded this to Cllrs with email addresses (13.9.10) and Simon Brown (IPC’s TTEF Representative). f) Email (dd 20.8.10) and attachments from NDC (Planning Policy) reference “Draft Coastal Strategy for North Devon/Torridge Joint Core Strategy”: -
(i) The Clerk said that NDC/TDC was seeking informal feedback to this draft policy; responses required by 8th October 2010. (Noted)
(ii) The Clerk said he had copied this to all Cllrs with email addresses (20.8.10) for perusal prior to meetings. (Noted)
(iii) After a discussion IPC RESOLVED not to forward a response. (Noted)
g) Email (dd 21.8.10) from Adopt-a-Beach (AAB) Organiser reference “Beach Clean/Marine Conservation Society (MCS) – Saturday 18th September 2010/Beach Dog Patrols”: -
(i) The Clerk said a request had been made that the beach was not to be cleaned by the beach cleaner on Friday/Saturday 17/18th September in the area where the AAB/MCS normally operated; he said he had agreed to this and advised the beach cleaner. (Noted)
(ii) The Clerk said he had thanked the AAB for its public spiritedness as regards the beach dog patrols. (Noted)
h) Email (dd 3.9.10) and attachments from DCC (Operations and Communications Manager) reference “Winter Service Letter to Town and Parish Councils”: -
(i) The Clerk and Cllr Cann (DCC) elaborated on this initiative; the Clerk completed a feedback form provided by DCC following a discussion by Cllrs. (Action: The Clerk)

(i) The Clerk said he had forwarded this to Cllrs with email addresses (3.9.10); he said it indicated Instow’s first imperative standard failure (following three guideline standard failures) and meant that Instow had now failed overall for the season; a discussion ensued. (Noted)
j) Letter (dd 2.9.10) and attachment (leaflet) from Anti Social Behaviour Officer (Safer North Devon) reference “New Initiative – STOP ASB”: -
The Clerk advised Cllrs he had asked PC Hodgson (email of 5.9.10 refers) to provide more copies of this leaflet so as it could be distributed to Cllrs and placed on parish council notice boards and at the post office/parish hall – see item 2009/4 (c) (Noted)
k) Email (dd 5.9.10) reference “Demise of Heart Radio – Network North Devon”: -
(i) The Clerk said this email sought support for the conception of a new local radio station for North Devon following the centralisation of Heart Radio at Exeter and London; he said the email had been copied on to Cllrs with email addresses. (Noted)
(ii) The Clerk said that as a result of responses received from Cllrs he had written a letter of support and forwarded it as necessary by email (8.9.10 refers); he said it had been acknowledged and IPC had been thanked for its interest. (Noted)

(i) The Clerk said this email and attachments had been forwarded (7.9.10) to Cllrs with email addresses for perusal and deliberation. (Noted)

m) Email (dd 9.9.10) from DCC reference “Public Meetings – DCC”: -
The Clerk said this had been circulated (9.9.10) to Cllrs with email addresses; a discussion ensued. (Noted)
n) Email (dd 15.9.10) from Secretary of Instow WI reference “Tree Planting”: -
(i) The Clerk said this stated that to celebrate 90 years of the WI in Devon each branch had been given an oak sapling; Instow’s WI would like to give theirs to the village along with a commemorative plaque. (Noted)
(ii) A discussion then ensued by Cllrs as regards a suitable location; the Clerk said it needed to be planted around mid November time. (Noted)
(iii) IPC RESOLVED to defer this for a month to consider options; the Clerk was asked to liaise with IIB etc. (Action: IPC Cllrs/The Clerk)
o) Letter (dd 15.9.10) from a parishioner reference “Bus Shelters – Venn Cross”: -
(i) The Clerk said this concerned a complaint that these shelters were being used as a toilet and did not allow sufficient visibility from within for users to see buses coming; the Clerk elaborated; he said he had already asked the handyman to visit the shelter and disinfect it. (Noted)
(ii) After a discussion it was RESOLVED to have the bus shelter builder re-visit the shelters to see what alterations could be made and to ascertain whether this might be cost effective. (Noted)
(iii) Although the Clerk said all bus shelters were cleaned out and disinfected by the handyman regularly IPC RESOLVED to have the handyman pay more attention than usual; Clerk to liaise with handyman. (Noted)

After a discussion it was RESOLVED to request 100 more sandbags; the Clerk was asked to deal. (Action: The Clerk)

(b) Crown Estate (CE) Beach Lease 2010 - 2034 : -
(i) The Clerk reported that this lease had now been registered with the Land Registry and that Mr Budge had returned (15.9.10) an original copy to him for retention.(Noted)
(c) MOD Beach Lease – 2010 - 2034: -
The Clerk advised IPC that Mr Budge had advised him (15.9.10) that this lease was completed and dated 7th July 2010; the Clerk added that a copy, for IPC’s retention, was still awaited. (Noted)
(d) Audit Commission - Annual Return for the Year ended 31st March 2010: -
(i) The Clerk reported receipt of a letter (dd 15.7.10) from the Audit Commission together with the Certified Annual Return for the financial year ending 31st March 2010. (Noted)
(ii) The Clerk advised Cllrs that the External Auditors Certificate and Opinion (Section 3) stated, “on the basis of our review, in our opinion the information contained in the annual return is in accordance with the Audit Commissioner’s requirements and no matters have come to our attention giving cause for concern that relevant legislation and regulatory requirements have not been met”. (Noted)
(iii) The Clerk further reported that no other matters, not affecting the opinion of the Audit Commission, had been drawn to the attention of Council. (Noted)
(iv) The Clerk advised IPC he had placed (28.7.10) a notice (date 28.7.10) entitled “Notice of Conclusion of Audit and Right to Inspect the Annual Return Form” together with a copy of the Annual Return (sections 1-3) on the notice board at the Quay Car Park for the information of parishioners and left it there for in excess of a 14 day period. The Clerk confirmed he had removed all papers (24.8.10) and had retained them for future information. (Noted)
(v) The Clerk said he had copied all correspondence to Mrs Mary Jane Scott (IPC’s IA) and thanked her for her sterling work and support in performing the internal audit process. (Noted)
(e) DCC Grass/Verge Maintenance – Additional Grant 2010/11: -
The Clerk reported receipt of an Order (dd 2.8.10) from DCC totalling £241.38; he said he had sent them an invoice by email (dd 6.8.10) and that the monies had been paid by BACS (6.8.10) – see item (1) above. (Noted)
(f) Beach Cleaning Grant 2010-2011 – NDC: -
(i) The Clerk advised IPC he had made contact with Cllrs Moores (Instow) and Brailey (Leader of NDC) - email dd 18.6.10 refers - and had been advised that IPC’s Beach Cleaning Grant 2010 was to be discussed at the Executive Meeting in August for ratification purposes and should be paid directly thereafter. (ii) The Clerk then referred to an article in the North Devon Journal (12.8.10) in which it was indicated that NDC’s Executive had reinstated the beach cleaning grant for 2010/11; he copied it to Cllrs at the meeting adding that no cheque or official confirmation of agreement of the grant had been received from NDC as of date of meeting. (iii) Cllr Moores expressed surprise that IPC had heard nothing from NDC; he said he would make enquiries and report back asap. (Action: Cllr Moores)
(g) Mooring Fees 2010: -
The Clerk advised IPC he had forwarded (28.7.10) an invoice in the sum of £1,500 to Instow Marine Services Ltd with a response date of 25.8.10; he added that a cheque had been received (3.9.10) and banked (4.9.10) – see item (1) above. (Noted)
(h) IPC’s Finance Sub Committee Budget 2010/2011 Meeting: -
(i) The Clerk reported that this meeting had been arranged for Wednesday 27th October 2010 (6.30 pm - Commodore) so that the draft IPC budget 2011/2012 could be formulated for consideration of IPC at its November meeting. (Noted)

(vi) The Clerk said that IPC’s PSC had subsequently agreed that the following statement should be forwarded to NDC Planning: -
"Instow Parish Council, although welcoming and supporting this development in principle, is not generally in favour of recommending approval of the current application as it stands. IPC has some real concerns and reservations that the new development is too close to the highway (3 metres) and that although the buildings proposed are generally commensurate to the current "street scene", a more favourable footprint layout within the current site could well alleviate many of the issues raised by neighbouring property owners i.e. privacy, loss of light and over-intensification. Alternatively would it not be better if the two front houses (1 and 2) be swivelled through 90 degrees to form a courtyard with the parking area at the front of the plot close to the road? Would it not be better if these two houses were in fact single storey?” (Noted)

(i) The Clerk said this advised IPC that recent discussions had resolved a significant number of issues so that the recommendation on the application (as far as he was concerned) now hinged on the affordable housing provision associated with it; he added that the Agents were currently putting together a comprehensive package to set out the financial viability of the scheme in light of the delivery of affordable housing whether on site or as an off-site contribution. “In IPC’s view, it is premature at this stage to make a recommendation on this application with a further application of relevance to the same site, currently being considered at appeal. It is felt there could be issues of over-intensification of the site together with privacy and visual impact issues on the amenities of an adjoining property. (i) The Clerk said this stated that this was to be held on Saturday 30th October 2010 between 9.15am and 4 pm at The Castle Centre, Barnstaple; cost £15 pp to include lunch and refreshments. The Clerk added that Cllrs Green, Mrs Dipper and Thomas had attended in 2009 and found it to be most useful. (Noted)

Cost of “Policing Flood Tides at Instow – EA”: -
Cllr Cook, supported by Cllr May, asked whether it could be ascertained how much it cost the Environment Agency to “police” flood tides at Instow as it appeared to be rather overkill when taking into account the number of personnel and vehicles that attended the village at such times. IPC RESOLVED to have the Clerk take the necessary action. (Action: The Clerk)
